Propaganda: a Method of Special Information Operations or an Act of External Information Aggression?

Abstract: The article is focused on clarifying the issue: is propaganda one of the methods of special information operations or the act of external information aggression. It is stated that attribution of propaganda to the act of aggression and these concepts dellimitation at the level of international law as well, are debatable. The normative uncertainty of the act of external information aggression has been clarified. The scientific sources and works of experts in the field of counteraction destructive propaganda which concern the subject of our research, are reviewed. It is proved that domestic scholars attribute propaganda to the methods of special information operations and the act of external information aggression. It is established that researchers who deal with the hybrid war of the Russian Federation against Ukraine, the Baltic States, the Balkans, record a combination of threats of information and propaganda character with the threats lying in the plane of the act of aggression. NATO’s conceptual views on the needs of collective defense in modern conditions have been studied. It was found out that the alliance’s specialists have built a complex for counteracting hybrid warfare both in the military sphere and in the sphere of propaganda, with the help of a system of strategic communications. It is proved that this approach had become relevant due to the considering of information sphere by the Russian military specialists as a key space of modern military conflict. It is proposed to include propaganda in the methods of both special information operations and the act of external information aggression, and to refine the provisions of the UN Charter by enshrining propaganda among the elements of the act of aggression and as an act of external information aggression.
