The journal highlights the role of libraries as modern scientific and information-communication centers in the development of science, culture, and social and scholarly communication. It is aimed at advancing the activities of the library, information, and archival sectors, as well as a wide range of social sciences and the humanities. The journal also addresses issues related to providing information support for societal transformation processes and the functioning of social communications in the context of the evolving information space; the implementation of innovative library technologies for the development and use of multi-aspect collections; and the organization and dissemination—on open access principles—of digital scholarly and sociocultural library and information resources, including electronic catalogs, digital collections, and databases created by libraries and archives in the context of globalized information environments. It also considers current issues of information and analytical activities of libraries and the security of the national information space.

In addition, the journal includes publications that explore the specifics and new opportunities for the development of public communication by libraries and archives, particularly through the use of social media tools; the participation of libraries, archives, and information centers in the development of the media space; and the promotion of knowledge about the functions and role of libraries and archives as a significant source base for studying state-building processes, societal development, national culture and spirituality, and the adoption of best practices from the global media community.

The publication is intended for a wide audience, including scholars in the social sciences, educators, cultural professionals, specialists in the library and information sector, social communications and information and communication technologies, as well as all interested readers.
