Library and Analytical Service in the Conditions of Military and Information Confrontation (case of SIAS NBUV)

Abstract: The article highlights the reearch, methodological, and practical aspects of the organization of library information and library analytical services in accordance with the society information needs in wartime conditions; the changes in user requests and the mechanisms of influence on the information demand of library users, are characterized. The negative manifestations of hostile disinformation, fakes and manipulation in the domestic information space and the role of the scientific library in the system of countering aggressive information campaigns are analyzed. The experience of SIAS NBUV (Service of Information and Analytical Support of Public Authorities, V. I. Vernadsky National Library of Ukraine) in information and analytical support of administrative power structures and provision of social and information requests during the war period, was reviewed and summarized. The fea tures of analytical work of SIAS NBUV specialists regarding the performance of tasks in projects commissioned by representatives of central state authorities, were studied; the effectiveness of the application of professional analytics technologies, the functionality of Internet services and the mechanisms of web tools are detailed. The features of national and regional electronic mass media monitoring in the process of researching the problems of the functioning of the national information space, analyzing the risks of influence on the information field and ways to prevent negative information mani festations, are highlighted. The effectiveness and demand of information research and intellectual library products, which are made on the basis of the results of electronic mass media monitoring and the study of a wide range of the media sphere problems, have been determined. It is shown by examples that the materials of releases of various genres of information products constitute a research and informational resource, which is used to solvevarious tasks, in particular, to overcome the consequences of hostile information aggression, to increase the level of informing Ukrainian citizens about methods and systems which could help in their fight with fears, stresses, mental disorders. Attention is focused on the relevance of the information and analytical direction of the work of the scientific library in serving target users – representatives of state power structures, in providing users with verified socially significant information in the period of information confrontation.
