Information Analytics: the Role of Library Specialists

Abstract: In order to increase the efficiency of the use of information and knowledge for management, to meet information needs of citizens, organizations, and the state, and for creating the prerequisites for the country’s transition to an information society, thereis a need for the analysis and synthesis of scientific information. There is a need notonly for the collection, systematization, synthesis and analysis of such information, but also for its critical evaluation and generalization. Analysis and synthesis are indivisibleand are carried out in parallel (analytical and synthetic processing). In turn, analytical and synthetic processing (of documents) is used in informationand analytical activities – by publishing houses, bibliographic, publishing and bookselling institutions; information centers / services created, for example, on the basisof libraries. Information analytics, or information and analytical activity, is the creation of new knowledge based on a set of information processes (collection, search, processing of information), necessary for a high-quality and effective management process, with the aim of optimizing decision-making. The amount of information is growing – there is a problem of orientation in information sources suitable for use in the process of achieving a certain goal. Here it is necessary to mention libraries as a social institution, which is one of the powerful elements in the process of social communications functioning. T. Vylegzhanina emphasizes that libraries should combine the traditional culture of information processing and new information technologies. In addition to traditional library services, new forms of information provision are being developed, which contribute to saving user’s time to satisfy one’s information needs. Significant innovations are carried out by libraries to implement the basic, precisely informational function. In 1992, the Service for Information and Analytical Support of State Authoritieswas created – a structural unit of Vernadsky National Library of Ukraine. The goal was to introduce Vernadsky National Library of Ukraine collection into wide public circulation, to monitor and to process the growing information flows, to improve the information and analytical service of public institutions in Ukraine. In 2006, in orderto improve the forms of service for educators, increase the level of intellectual processing of information and to initiate the current direction of library activity, in the organizational structure of the Sukhomlynskyi National Library of Ukraine, the Department for scientific and analytical processing and dissemination of information in the field of education was created. The activity of the division was aimed at the implementation of information and analytical support for the innovative development of pedagogical science and education through the preparation, creation and distribution of analytical materials.
