From the Etymology of the Words Backup and Insurance – to the Creation of Backup and Insurance Copies of Documents in Electronic Form, Digital Documents in Archives and Libraries

Abstract: The aim of the article is to investigate the problem of creating insurance copies of documents in e-form and their metadata, to analyze technical solutions, the current legal and methodological framework, standards and, based on the results, to propose own vision for the creation of the appropriate technology, its regulatory and legal regulation and the solution of the terminological problem regarding its denomination, determining the purpose of the insurance fund of documents in e-form and data backups. Research methods. The research uses the following methods: theoretical – moving from the abstract to the concrete, reflecting reality in thinking; empirical – observation, comparison; complex – system analysis, synthesis and modulation; special – graphic, component analysis; prognostication. Scientific novelty consists in carrying out a systematic analysis of the problem of ensuring the preservation of documents in e-form and their metadata in archives and libraries by creating electronic copies of such documents and forming insurance and remote funds from these copies, as well as converting the originals into the necessary data formats to create electronic fund. Attention was also paid to the metadata of these funds, their similarities and highlighted features were determined. Main conclusions. According to the results of the study, the continuity of the current system of preservation of documents in the National Archive Fund and libraries collections and which are classified as national cultural property of Ukraine; scientific objects that constitute national property, with respect to documents in e-form. The naturalness of creating an insurance fund for such documents in digital form using electronic technologies, have been confirmed. It is proposed to solve the problem by making changes to the current legal acts regarding the creation of insurance copies with electronic media, at least for documents in e-form, and to leave the creating backup copies of data of automated information systems to specialists in information technology, moreover specific software and technical solutions could be determined during the designing of technical tasks for the creation or modernization of such systems.
