The Role of Mobile Services in Ensuring Access to Official Information and Administrative Services in Wartime

Abstract: The article explores the role of mobile services in providing access to administrative and legal information and services as one of the tools of modern communication between civil society and government authorities under the war conditions. It was found that such digital solutions acquire particular value during wartime, since timely informing citizens about threats of attack or occupation can contribute to timely evacuation, prevent humanitarian disasters, and deter crimes against humanity or genocide. The possibility of obtaining services remotely is crucial for internally displaced persons, Ukrainian refugees abroad, and relocated enterprises. Applications recommended by the Ukrainian government as ones that help citizens receive informational support and quality administrative and legal services during war, have been analyzed. These applications were examined based on criteria such as functionality, number of down loads, and users’ feedback. Positive dynamics of mobile application usage have been identified based on download data. Users’ feedback has been analyzed to gain insight into the relevance of content/services. It is found that besides the digitization of administrative and legal services, an important factor is the level of citizens’ awareness of new digital services for administrative and legal information and support. The role of libraries as leading institutions with resources and skills to inform the population about new services and popularize existing ones, is outlined. It is proven that mobile services in administrative and legal information play a significant role, simplifying and noticeably accelerating access to administrative services and information. An analysis of existing digital solutions in the field of access to the provision of administrative and legal services has shown the existence of various services, while the most popular solutions are those oriented towards human needs – understandable and user-friendly.
