Information Resistance as a Direction of the Strategic Communications System of Ukraine during the Russian-Ukrainian War

Abstract: The article examines the state and prospects of Ukraine’s information struggle against Russian aggression, the issue of protecting the domestic information space. Issues related to the features and specifics of the information war between Ukraine and Russia are highlighted. The point of view that the information war itself is an ambiguous concept, is subject to criticism, and among scholars a dominant point of view regardingthe scientific and theoretical concept of information wars, as well as the mainmethods, forms and ways of conducting them, has not yet been formed. It is proven that if previously the information war was an auxiliary mechanism to the real war, then in the modern world it has become an independent strategy of influence on public consciousness and public opinion. The tasks of information warfare are analyzed, including manipulation of public opinion, destabilization of political relations, stimulation of mistrust, exacerbation of enmity, and provoking of social, political, national-ethnic conflicts. It is noted that at the beginning of the information war, the forces of Russia and Ukraine were unequal, since during the years of independence, the Ukrainian state did not develop an information protection system, and it made the tasks to counter information war extremely difficult to perform. Ukraine’s attempts to correct the situation in this area, and to make the state information policy quite successful, are highlighted, while drawing attention to the still existing shortcomings. Emphasis is placed on the role of strategic communications system in protecting the national information space, the inclusion of academic science with its scientific and information resources, the involvement of libraries in this process, which acquire relevant practical skills and expand the scope of their functions based on the capabilities of electronic information technologies, which will contribute to neutralization of threats to the national information space. It is noted that in the current conditions, the fight against Russian information influences is carried out by the majority of large libraries of Ukraine, including V.I. Vernadsky National Library of Ukraine (NBUV), which is able to influence the production of an information background corresponding to the interests of the state by creating, for example, its own information products, whichare able to positively influence the formation of information space.
