Feasibility of Creating a General Platform of Electronic Resources to Help Internally Displaced Persons

Abstract: The situation regarding the provision of the needs of internally displaced persons in Ukraine was examined, and the problems of weak awareness of this category of the population regarding the benefits and other preferences that they should receive because of the forced displacement to other regions of Ukraine for the reason of military operations, were identified. It is emphasized that in the first half of 2024, the number of forcibly displaced persons in Ukraine amounted to 4.9 million people, and some of them became displaced persons again. Attention is drawn to the fact that the problem of internally displaced persons in the information space was not always constant, but gained wide publicity first in 2014, and then in 2022, since the full-scale invasion of Russian troops on the territory of Ukraine began. At the same time, it is noted that Ukrainian and foreign mass media covered this issue, and sociologists and researchers, in particular, professionals at V. I. Vernadsky National library of Ukraine (NBUV), were engaged in it. Currently, the researchers of the National Law Library of the NBUV are working on the creation of such an information resource, which should uniteall state and public structures, volunteer organizations whose activities are aimed at helping IDPs. The article provides information on the number of public organizations in certain regions that take care of the problems of internally displaced persons. In particular, as of July 2023, 27,087 charitable organizations operatedin Ukraine, 13 % of them, namely 1,435, were registered in Kyiv. The article emphasizes the importance of structuring resources that assist IDPs, stressing the need to indicate physical and email addresses, provide information about the organizations’ founders and leaders, and briefly informabout the main areas of their activity. Finally, the feasibility of creating a single information platform for the maximum possible information about support for internally displaced persons hasbeen proven. In addition, it is noted that this resource can help volunteer organizations to improve the quality of their activities. Also, this platform will be useful for scholars who deal with this issue.
