Information Activities of Ukrainian Libraries: Balance between Legislative Requirements and User Needs

Abstract: The role of standardization as an effective tool for regulatory regulation of library activities. Particular attention is paid to the application of the State Standards of Ukraine for library activities, in particular in compiling a bibliographic description, from the point of view of user service, etc., as well as the use of international standards. The purpose and significance of library standards for ensuring the quality and efficiency of library work are revealed. The importance of the tasks of libraries in opening and popularizing the ideas of open access, aswell as in the development of information activities, is emphasized. Methods of scientific research - analysis of regulatory documents, comparative and systematic analysis, as well as the descriptive method and generalization of the practical significance of standards for the activities of modern libraries. The set of methods will allow us to investigate the topic of standardization in library activities, analyze its impact on the work of libraries and determine its significance for the development of the information society. Scientific novelty. The article emphasizes the need to find a balance between legislative requirements and userneeds. This means that libraries must not only comply with regulations, but also actively respond to the requests and expectations of their audience, which is an important aspect, as it allows libraries to remain relevant and useful to society. Conclusions. In conclusion, the goal of standards in library activities is to ensure the quality, efficiency and unification of library processes and services. Accordingly, standards ensure the quality of library services, which in turn guarantees their high level for all users, unification of processes, such as: standardization of bibliographic description, cataloging and classification of documents provides unity in the presentation of information, which greatly facilitates the search and use of information resources for both librarians and users. Standards optimize library processes, which allows libraries to use resources more efficiently and provide better services, and they also contribute to the introduction of modern information technologies and automation of library activities. One of the important features of standards is to act as a guarantor of the availability of information resources for all users. Accordingly, the use of international standards contributes to the integration of Ukrainian libraries into the global information space. In turn, this provides the opportunity to exchange information and resources with libraries in other countries. Therefore, standardization is an important tool for the development of the library industry, improving the quality of services and ensuring access to information.
