Analysis of Foreign Experience in the Preservation of Cultural Heritage during Emergency Situations: Legal and Regulatory AspectsAbstract: This study analyzed various regulatory and legislative acts, as well as international recommendations, called to minimize destructive impact on cultural heritage during emergency situations. The main focus was on the analysis of foreign experience, specifically examining the practices of European countries, the United States, and Asian countries, along with examples from international organizations. It was found that most developed countries have clearly defined regulations and procedures aimed at protecting cultural heritage in cases of natural disasters. Additionally, based on the analysis of current foreign legislation and international acts, it was determined that the implementation of effective legal mechanisms and organizational measures can significantly enhance the protection of cultural values, which is a crucial pointin emergency situations. This experience can be valuable for other countries in developing and improving mechanisms for the protection of cultural objectsduring crises. The conclusion was drawn that the preservation of cultural heritage in emergency situations is of particular importance in the modern world. Therefore, the analysis of foreign experience in preserving cultural heritage during emergency situations indicates that effective legal regulation is critically important for protecting cultural heritage from destruction and loss. Developed countries and international organizations, such as UNESCO, have established systems of legal norms and mechanisms that ensure the preservation of cultural heritage during emergencies. The experience of these countries demonstrates that successful practice requires clear legislative frameworks and the establishment of specialized bodies and units have to response to threats to cultural heritage. This study provides essential information for the development of new legislative initiatives, as well as for improving existing practices in the field of cultural heritage protection.
