Libraries as a Means for Countering Disinformation in the Modern World in the context of Russian Aggression against Ukraine

Abstract: The article analyzes a large volume of various research cover the issues of information space and its protection, the impact of disinformation and manipulation on countries and public, the formation and development of information warfare, as well as ensuring the state information security. Taking into account the presence of risks in the spread of disinformation, representatives of the world community implement strategic steps aimed at regulating the spread of information. It is noted that the fundamental platform for fighting and protecting the national interests of countries is the information space of both the country itself and outside its borders. It was noted that one of the crucial issues is the availability, openness, and reliability of information systems, and the importance of protecting the sovereignty of the country’s information space was also emphasized. The world experience in countering hostile informational and psychological influences is analyzed. In Ukraine, one is also talking about measures to counterpropaganda and disinformation in the information space at the national level. The impact of propaganda and disinformation on the population was monitored with the help of sociological research. Library institutions in Ukraine do notst and aside from all those processes that take place in the information sphere. It has been proven that libraries play a significant role in preserving the information space and preventing the influence of misinformation and propaganda, and their information and analytical projects help shape the public opinion about the political, economic and social situation in the country. The country’s reputation both internally and externally depends on how positive and stablethis opinion is. Thanks to information and analytical work, citizens’ sustained interest in library activities is supported. The wide range of analytical materials provided by V. I. Vernadsky National Library of Ukraine and its information and analytical divisions, as well as the areas of work in which they work. At the informational stage of social development, modern libraries occupy a special place in the process of spreading scientific knowledge, as well as in the production and distribution of highquality informational and analytical products thanks to their informational and analytical units. It was found that the ability to analyze information and actively use effective methods of its search and processing with the help of modern technologies, is in urgent need for today. To effectively combat disinformation and propaganda in Ukraine, it is necessary to improve the legislative framework, implement European recommendations on increasing media literacy, and develop institutions called to combat disinformation.
