The Role of Libraries in the Creation and Dissemination of Narratives about the Russian-Ukrainian War

Abstract: The article presents the analysis of scientific approaches to revealing the content of the concept of “strategic narrative”, the argumentation of the relevance and necessity of its qualitative formation and dissemination in the system of social communications during the Russian-Ukrainian war. In this context, attention is focused on the increase in the intensity of information flows and the difficulty in recognizing reliable information due to this, which weakens the efforts of the Ukrainian state and society to broadcast strategic narratives about Russian aggression. A scientific analysis of the role of libraries in the formation of narratives about the Russian-Ukrainian war is carriedout from the point of view of libraries’ functioning as general public information centers that provide access to verified and structured information, as wellas new resources created on its basis. The scientific and information-analytical products created by researchers of the Service of Informational and Analytical Support of State Authorities which operates as the part of V. I. Vernadsky National Library of Ukraine (SIAZ NBUV), during the three years of Russia’s full-scale war against Ukraine, are studied and systematized. It has been established that, in terms of their subject matter, factual and event content, and conclusions formulated on the basis of the analysis of expert assessments and forecasts, they are a resource that makes it possible to establish the details and sequence of the course of military, political, and economic processes duringthe full-scale war. The scientific hypotheses and analytical conclusions formulated in these studies and disseminated in the information environment through the library’s means of communication with its users, should be considered an element of the state’s strategic narrative about the Russian-Ukrainian war, since the library formulates it basing on the use of reliable, relevant, and unbiased information, which is the basis for public understanding of the events and processes taking place in Ukraine and the world during the war, contributes to the formation of their objective assessment, and influences the formation of the beliefs of the narrative’s recipients.
