SIAS and Modern Information Challenges

Abstract: The article examines the activities of the Service for Information and Library of Ukraine (NBUV) in the context of contemporary information challenges. The purpose is to identify the complex issues facing library-based information and analytical structures, explore possible strategies for addressing them, and present the practical experience of SIAS. The author analyzes global transformations affecting the information landscape, including the exponential growth of data, information overload, the diversity and lack of structure in sources, the fleeting nature of digital content, and difficulties related to its verification. Special attention is paid to the “dead internet” phenomenon – where a significant portion of online content is generated by bots – which complicates the search for relevant information and distorts analytics and public perception. The paper also explores the trend of younger generations’ worldviews being formed primarily through digital media rather than educational sources, leading to a distorted understanding of reality and a decline in critical thinking. Particular emphasis is placed on challenges stemming from Russia’s full-scalewar against Ukraine: the intensification of information warfare, the need for counter-propaganda, the dual role of social media as both information and disinformation channels, and shifts in the nature and topics of public discourse. The article presents SIAS’s experience in operating in wartime and crisis situations, emphasizing its proactive strategy of overcoming challenges through accelerated development: integrating technological innovations, automating work flows, and advancing staff competencies in media literacy, critical thinking, fact-checking, and working with AI tools. Adaptability, flexibility, remote work formats, and strategic partnerships, are highlighted as crucial elements for ensuring resilience. The conclusion underscores the growing importance of library-based information and analytical institutions in delivering objective information to both authorities and the public. Their effectiveness increasingly depends on the ability to respond to dynamic information environments through a combination of technological proficiency, analytical rigor, and strategic foresight.
