Mission and Purpose
The mission of the journal "Academic Papers of V. I. Vernadskyi National Library of Ukraine" is to introduce into scholarly and public circulation theoretical and applied research on modern information technologies, social communications, and library science in the context of informatization, information sovereignty, political processes under globalization, and information security.
Aims and Objectives
The aim of the journal is to publish topical, theoretically and practically significant, and innovative research articles. Manuscripts are accepted only after peer review assessing their scientific quality and relevance to the journal’s scope.
The journal is an open platform inviting both Ukrainian and international scholars to contribute. Its humanities focus enables the publication of research in:
- information technologies,
- social communications,
- library science,
- information aspects of political processes,
- information security.
The high quality of the journal is ensured by qualified authors and the rigorous standards applied by the editorial board and reviewers regarding scientific novelty and relevance.
The journal serves as a platform for scholarly discussion in relevant academic fields.
Publication in the journal "Academic Papers of V. I. Vernadskyi National Library of Ukraine" is free of charge. The Editorial Board provides open (“diamond”) access (free for both authors and readers) to all articles and issues of the journal. The journal encourages submissions from third-cycle (doctoral/PhD) students, who are exempt from any fees for processing, peer review, and/or publication of their articles.

Volumes 43 containes 36 articles, Volume 44 – 53 articles, both volumes were published in 2016.

In developing the editorial policy of the journal "Academic Papers of V. I. Vernadskyi National Library of Ukraine" the Editorial Board was guided by the Principles of Transparency and Best Practice in Scholarly Publishing developed by COPE, DOAJ, OASPA, and WAME.
Manuscript Processing Timeline
After submission, manuscripts undergo an initial screening within 7–14 days to ensure compliance with formal requirements (length, references, formatting, etc.). If successful, the manuscript is sent for peer review.
Editorial peer review is applied. Reviewers’ decisions are typically made within 2 weeks to 2 months.
If the manuscript receives positive reviews, it is accepted for publication and the authors are notified. The final decision on publication is made within 2–3 months.
Open Access Policy
The journal provides immediate open access to its content based on the principle that free access to research promotes the global exchange of knowledge.

Authors retain copyright and publishing rights without restrictions.
Archiving
The journal archives electronic versions of articles in the national repository “Scientific Periodicals of Ukraine” of V. I. Vernadskyi National Library of Ukraine.
