Research Lines of Activity of Information and Analitical Departments of National Libraries' in the Development of National Information Sovereignty

Abstract: The article devoted to elucidate the research direction of Information and Analitical Departments of National Libraries as a factor in the formation of the necessary information base for decision making in various spheres of social life, enriching the national information space by meaningful information for dynamic social development. The experience of the research direction of the Research and Legislative Reference Bureau of National Diet Library, Congressional Research Service of Library of Congress, Reference and Research Division and Law and Decision Making Reference Department of National Library of China, Service of information and analytical support of the public authorities of V. I. Vernadsky National Library of Ukraine was described. It was proved the value of libraries’ information and analytical products – analytical reports, reviews, expert reports – prepared to order public authorities as effective tools of information support in decision making process, needed information basis for managers understanding of public expectations and needs, available balance of requirements and support, the main factors influencing the situation and the mechanisms of their use, possible scenarios and the impact of their implementation.
