The Library as a Powerful Center for Informing the Population on E-governance Issues (Based on the Results of Sociological Research)

Abstract: The article deals with the results of sociological research of people’s awareness on e-government issues, which was held in Kyiv and Chornobai village from 13. 08.2018 till 28.09.2018. The aim of this sociological research was to find out the level of citizens awareness on e-governance in Ukraine. To achieve this goal the empirical research methods were sociological (questionnaire) and prognostic – summing up the results of the research and substantiating (grounding) the proposals. The results of the study after questionnaire data having been analyzed showed insufficient level of peoples being informed on e-government issues, that is proved by a large number of wrong answers on some key questions. The main reasons of this are low positioning of Ukraine to Internet use and the lack of computer competence. The lowest awareness rates are observed within the group of respondents in retire. The highest level is observed within the group of library professionals. This fact gives the ground to speak about the necessity of library transformation from traditional book collections into dynamic centers of information. Citizens' Services Center on e-government issues in every computerized library could help change situation to its best. As a result, the population's awareness about existiny state-owned electronic services wouldl be increase, the range of people who use e-government tools will expanded.
