V. I. Vernadsky National Library of Ukraine as a Research and Library Institution in Displaying Charter Documents (1997–2018)

Abstract: The article provides a comparative analysis of the statutes of V. I. Vernadsky National Library of Ukraine in the period of independence of Ukraine, the definition of its status, the definition of it as a national library and research institute, give an overview of the essence of the formulations concerning the correlation of these concepts, traces the changes in definitions that influenced the content of functions. It is noted that the NBU in the course of the current evolution of the information sphere of society is being transformed to improve the efficiency of library services, to reflect modern scientific and information activities in more complete way, main directions of the course of science which are priority ones for modern society. Some areas of modern library development − creation of national bibliography, "Ukrainica", information and analytical support of state authorities, etc., based on the specifics of the development of modern Ukrainian society at the NBU develop on the basis of original decisions made in accordance with the demand of Ukrainian society and changes in the national culture and library environment. The legal basis for the functioning of the library is being coordinated with the development of practical activities for the service of all categories of users, with the intensification of the NBU work in the field of public information and communication, with the accumulation of advanced domestic and foreign experience of library activities. It creates prospects for improvement of the process of further legal consolidation of the advanced forms of modern library activity updated in accordance with the development of modern information technologies, and should facilitate the dissemination of relevant legal information in the system of national information communications.
