Regulatory support of the system accounting library scientific library

Abstract: From the point of view of modern library science such notions have been characterized: the value of managing library fond documents and the importance of regulatory and methodological support for its unification, formation of statistic (quantitative) and content (qualitative) information for library management and research on library fonds development. The complex of measures for further optimization of the regulatory and methodological support of document management in the fonds of Ukrainian libraries under digitalization of society has been proposed. Based on the process-target approach, the definition of the notion “document management of a library fond” and other basic notions have been presented. The components of the library fond document management system, formation of which is conducted according to the legislative acts, standards and other regulations on a library fond document management have been studied. The efficient functioning and operative renovation of such system is facilitated by the methodological support: the development of methodological manuals and recommendations, the scientific methodological seminars, practical classes, consultations, etc. The scientific methodological approaches to organizing document management of V. I. Vernadskyi National Library of Ukraine fonds in accordance to current standards and other regulations have been considered. The importance has been accented on the methodological, organizational and technological aspects of the instruction chapters on the fond document management, which regulates the processes of centralized and internal structural management of various types of documents; the display of network digital documents in the general library system of the fond management; the withdrawal and writing-off of library documents; the correlation of library and accounting document management of the library fond has been defined.
