Library as an Effective Subject of the System of Modern Intra-Social Information Exchanges: Political, Socio-Communicative Aspects

Abstract: The article analyzes library place and role in the development of social and strategic communications of civil society. The peculiarities of the process of informatization of social development in Ukraine, the level of modernization processes in the Ukrainian library sphere and in state structures regarding library activities on information and analytical support of government agencies and local governments, are studied. Emphasis is placed on the achievements of library analytical departments which provide information and analytical support to the target categories of users and a wide range of consumers of library services. The professional and creative work of specialists of analytical structures of V. I. Vernadsky National Library of Ukraine is covered, in particular in the application of professional analytics technologies and web tools, which ultimately provided library activities in remote mode under restrictions caused by the global pandemic of COVID-19. The evolution of the information function of libraries, activation of socio-cultural, scientific-educational and management-creative directions of library activity, functioning of library establishments as information-communication centers, which fill intra-social information exchanges with qualitative scientific socially useful information and all social structures of society, are highlighted. Examples of successful transformations of libraries into modern information and communication centers that can provide the community with a wide range of scientific, socio-cultural and other services, serve as a platform for business meetings, round tables, community meetings to address various issues. With proper material and technical support of library institutions and high professionalism of librarians, the level of quality of information support of a wide range of users increases, it means that more users may have an access to scientific knowledge resources on a convenient material medium, in the most suitable for them place and time; to organize meetings and consultations with certain specialists or government officials within the walls of a modern modern library, and the library is capable of being an intellectual information integrated center.
