Propaganda as a method of special operations in the conditions of information war

Abstract: Formulation of the problem. Studying the arrays of information produced in the global information space, modern library institutions face the growing volumes of propaganda materials. The purpose of the article is to determine the communicative importance and place of propaganda materials in the information resources of libraries, to take into account in measures to neutralize negative information influences within the information war. Scientific novelty. It is proved that domestic scientists attribute to the methods of special information operations and the act of external information aggression. It is established that researchers of the hybrid war of the Russian Federation against Ukraine, the Baltic countries, the Balkans record the combination of threats of information and propaganda character with the threats that lie in the plane of the act of aggression. In view of the above, it is proposed to attribute the propaganda to the methods of both special information operations and the act of external information aggression. Conclusions. In the modern information war, propaganda is a method of both special information operations and the act of aggression, its information component in particular. This kind of materials prepared by the information workers of the aggressor country are in fact manipulative products far from objectivity. Therefore, library institutions, when completing new resources, should take into account this fact and not clog their funds with harmful information. Such information should be analyzed to orient users in libraries with counter-propaganda.
