Legal and regulatory frameworks of library branch organizations in Ukraine

Abstract: Formulation of the problem. One of the important tasks of the information policy of the modern state is to comprehend the processes associated with the effective operation of libraries in general and quality service of the library network of the country in particular. The issue of legislative regulation of the library industry in the European vector of development of Ukraine is especially relevant today. The purpose of the article is to analyze the main provisions of the draft Law of Ukraine "On Amendments" to the Law of Ukraine "On Libraries and Library Affairs". Research methods. Achieving this goal was facilitated by the use of methodological tools, which included a set of general scientific approaches (including systemic, socio-communicative and socio-cultural) and theoretical methods (abstraction and generalization, analysis and synthesis). The scientific novelty of the study is to prove the statement that the need to the library system of the country is very important, to determine at the legislative level a single library of Ukraine, which will perform the functions of the National. Without addressing this key issue, the adoption of any legislative initiatives will only be preventive. The article analyzes the draft Law of Ukraine "On Amendments to the Law of Ukraine" On Libraries and Library Affairs" and the state of the problem in the works of domestic scientists. Conclusions. The proposed Project does not address the key issues of further functioning and development of the library industry of Ukraine. Until now, domestic libraries operate according to the post-Soviet system of library organization, which causes inconsistencies with modern challenges of the time. Ukrainian libraries need a new law on libraries and librarianship, as the current one dates back to 1995 and does not take into account the changes that have taken place and are taking place in the country and the world. Today, it is extremely important to define at the legislative level the worthy place of libraries and the key principles according to which they should work and develop in a free and independent state.
