Library affairs in state strategies development of Ukraine

Abstract: Purpose of the article. Defi ning the role of libraries of Ukraine as basic elements of cultural, scientific, educational, information infrastructure in strategic development plans of the state. Methodology the research is based on systemic and structural approaches, on methods of comparative, logical and structural-functional analysis, including interdisciplinary approach. Scientific novelty. It is noted that the professional basic education of librarian’s lags behind the modern requirements of society, the general level of information technology development and the needs of libraries. The role of libraries in the development of new information and communication technologies as one of the priorities of state policy in the development of the information society, in which everyone could create and accumulate information and knowledge, have free access, use and share them. The programs of the Cabinet of Ministers of Ukraine on: the concept of development of digital economy and society of Ukraine for 2018-2020 and approval of the action plan for its implementation (2018), strategy of development of innovation activity for the period till 2030 (2019), strategy of regional development for 2021-2027 (2020) and outlines the role of libraries in these government projects. The concept of "digitalization" is revealed, the basic principles of digitalization in Ukraine are defined. The directions and thematic content of advanced training of NBUV employees in accordance with the general tendencies of development of digitalization of library business in Ukraine and internal needs of adaptation of library to these tendencies are outlined. The role of domestic libraries in the digitalization of Ukrainian society is determined. Conclusions. In the conditions of the state strategy of development of digital economy and society, the traditional role of libraries remains: creation, collection, processing, accumulation and storage of information, free and equal access to information of library users. In today’s world, libraries play an important role in ensuring universal access information society services.
