Genesis of the Institute of Presidency in the Republic of Chad and its Features

Abstract: The article analyzes the process of forming the presidency in the Republic of Chad, a Central African post-colonial country. It is established that the institution of the presidency in the Republic of Chad was borrowed and developed in quality under the influence of the former metropolis, namely France. However, this process was influenced by other factors, both internal and external, which increase the role of history of the country laid down in the medieval and colonial period. Among these factors the religious and ethnic heterogeneity of the population due to the fact that the country’s borders were formed in the current form by the French colonial administration without taking into account the real division of religious role and ethnic characteristics in the socio-political life and political culture of people and the population, deserve a special mention. The initial period of the institution of the presidency in the country was marked by four changes of government. All changes of power were carried out by force through and to the installation dictatorship. The main factors that contributed to political instability in the Republic of Chad are identified: the inconsistency of the structure of political representation in the country and in administrative and territorial units, real religious and ethnic underground policy of colonial administration, the importance of tribal and feudal remnants, the crucial of social and economic prosperity to ensuring political culture. It is noted that if the existing political system in the Republic of Chad is preserved, the threats to socio-political, socio-economic, socio-cultural stability and sustainable development of the country will be preserved and possibly intensified. There is a need to create a new political system, which could provide the involvement of all segments of the population in the political process, based on the rule of law, ensure human and civil rights and freedoms, create an effective system of struggle and counteraction. In the short term, this requires the resumption of military hunting, the creation of a transitional administration, and the holding of democratic elections on an alternative basis to participate in all existing political forces in the country.
