Activities of Analytical and Research Structures of the World’s Leading Libraries in Times of Crisis: SIAS, CPR, RLRB and others

Abstract: The article presents analysis of the peculiarities of the organization of library information and analytical activities in the context of the COVID-19 pandemic and hostilities. Emphasis is placed on the principles of reformatting and methodological support of all areas of work of analytical structures of national and parliamentary libraries, including information, scientific, analytical support of public authorities.The work of SIAS NBUV (Service of Information and Analytical Support of Public Authorities, V. I. Vernadsky National Library of Ukraine) staff and their foreign colleagues from America, Japan and other structures in research, information and analytical work, the use of professional analytics technologies and web tools to ensure continuous library activities, are analyzed in the article. These cases have shown the high level of government institutions demand for library information and analytical services, because authorities have to rely on thorough research of social processes, analysis of expectations and probable forecasts of reforms, successful examples of state-building processes to make important managerial decisions. Information and analytical activities of analytical structures of national and parliamentary libraries in hard times is going on due to the application of a set of measures, which are revealed on the examples of SIAS, CPR, RLRB and other structures.The level and importance of the use of information and communication technologiesin providing users with information and analytical products as well as services, and organization of employees’ remote work, are analyzed. The experience of mentioned actors is generalized, and the main criteria of adaptive mechanisms which libraries could use to perform their information and analytical work in special periods are defined.
