Specificity of Library and Information Activity during the Military Conflict

Abstract: The article examines the specifics of library and information activities during the military conflict in the context of exacerbation of information war. It is determined that in the mentioned period destructive external influences on the information space of Ukraine are a great danger. It is shown that the Ukrainian libraries can play a positive role in refuting fake Russian narratives, as well as in the formation and dissemination of the national narrative of Ukraine. Under certain conditions, one of the important tasks of information and library activities can rightly be considered to increase the level of legal culture of society. The intensification of information and analytical activities could be an effective way to transform library resource base in this direction. In particular, it is a question of information and legal service of users by means of such editions of National legal library of Vernadsky National Library of Ukraine as an information analytical bulletin Public Opinion on Lawmaking (in today difficult circumstances electronic versions of the publication could be used, created on Facebook and other social networks). Improving the effectiveness of such activities during the escalation of information conflict, in addition to the usual practice of analyzing various expert approaches to the evaluation of the most socially significant bills, requires serious attention to combat destructive Russian narratives. Based on the objectives of the study, system-functional analysis and system-target approach were used.
