Open Access and Copyright Protection: BOAI20

Abstract: In the article presents an analysis of open access (OA) to research results over the past 20 years on the example of the Budapest Open Access Initiative (BOAI). Attention is focused on strategies for achieving open access: self-archiving, OA green route and OA gold route. A contradiction between open access and copyright has been revealed. Creative Commons licenses have been proven to be an attempt to modify open access. The role of libraries as supporters of open access is defined, in particular, they manage the acceptance of materials to the repository, support self-archiving of researches or the deposit of articles and dissertations. A new set of BOAI20 recommendations is reviewed, which assesses progress towards open access and considers the main obstacles to its spread. The problems of scientific communication that open access solves are formulated. From the declarations of the BOAI, it is clear that open access solves three long-standing problems of scholarly communication: affordability; availability through worldwide electronic distribution of peer-reviewed academic journals; justice in the financial aspect. In this way, open access will accelerate research, enrich education on the basis of social equality of access to knowledge.
