Policy of the President of the USA F. D. Roosevelt Regarding Attracting Volunteers during a Crisis

Abstract: Purpose of the article. The key goal of the article is to study volunteering as a component of the policy of US President F. D. Roosevelt during the Great Depression. The activity of F. D. Roosevelt on the renewal of the United States through the volunteer movement is considered and the features of the functioning of the Civil Guard Corps as the most popular of all the programs of the New Deal of the 32nd President are analyzed. The significance of the volunteer and ecological heritage of F. D. Roosevelt is revealed. Methodology. The research methodology is based on the application of a number of general scientific methods: historical (explains the factors of the formation and devel opment of Civilian Conservation Corps (CCC) in historical retrospect), systemic (gives the opportunity to create a holistic view of F. D. Roosevelt’s policy on solving the economic problems of society), axiological (to identify the value essence of institution alization volunteering and their content as a type of social activity). The scientific novelty. The results obtained make it possible to form a holistic systemic understanding of the experience of the US presidency in solving the crisis problems of the country’s economy with the help of the volunteer movement, which has had a positive impact on the socio-economic development of the country as a whole. and contributes to the solution of socially important problems of society. Conclusions. Roosevelt has been found to have left a significant legacy of volunteerism by creating the first non-military volunteer program in the United States, the CCC, which is considered one of the longest-lasting and most successful one, and it served as a model for future state and federal conservation programs. Its environmen tal legacy included three broad elements: a legacy of specific environmental policies, programs and institutions; heritage of values and principles of environmental leader ship and management; the legacy of environmental protection activities, including the impact of both its environmental initiatives and many other initiatives on the achievement of other policy goals. It was established that the study and generalization of the experience of the successful development of environmental volunteering in the USA can be used in the strategic planning and tactical implementation of Ukraine’s policy aimed at preserving environment and solving environmental problems after the victory in the Russian-Ukrainian war, which affected every component of the environment – animal and plant life, water, air, soil.
