Transformation of the system of customer service by foreign scientific journals in modern conditions

Abstract: The purpose of the article is а generalize standardly-legal instructions of the EU, UN and IFLA on adaptation of work of libraries in the conditions of extraordinary circumstances, also to concise coverage and generalization of the main results of research on the use of foreign electronic journal documents, which were conducted and are currently being conducted in the Reading Hall of Foreign Periodicals of the V. I. Vernadskyi National Library of Ukraine. Methodology of the research has been based on systemic and structural approaches, on methods of comparative, statistical and source analysis, including interdisciplinary approach. Scientific novelty. Escalating competition in the information services market, the emergence of the effect of a shortage of users and simultaneous increase of their expectations put the libraries and librariansin front of the need to search for innovative approaches to servicing, which is manifested, in particular, in conducting structural and functional transformation of library services.The article analyzes number of imperative documents of the leading world library institutions about main tendencies of development and problems of libraries adaptation in extraordinary conditions. The normative-legal measures of the IFLA, EU and UN of regulatory regulation of relations in the library industry for new realities are analyzed. The terms of "library marketing" are defined. The history and priority directions of creation of readers' service system by foreign licensed magazines which are one of the important and significant electronic resources of V. I. Vernadskyi National Library of Ukraine, are covered. The consequences of the research work and practice of electronic periodicals collection forming in the V. I. Vernadskyi National Library of Ukraine are presented. The main results of practical work and research the use of foreign electronic journal documents (hereinafter: foreign electronic journal documents) visitors of the Reading Hall of Foreign Periodicals of the V. I. Vernadskyi National Library of Ukraine. Conclusions. The author considers the new system of library and information services using the example of work of the Reading Hall of Foreign Periodicals of the V. I. Vernadskyi National Library of Ukraine. Its main characteristics are: complex servicing of readers with periodicals resources; expanding range of information services, the use of methods of personalization in service (customer-oriented). The new systemis based on a complementary and mutually enriching mixture of functional areas (printing and electronic resources) of this type of activity. Important conditions for enhancing the effectiveness of library and information services are the spatiotemporal concentration of services and combination of the source elements. Universalization and personalization of services, qualification approach of staff of the of the Reading Hall of Foreign Periodicals to their work, sincere desire to help readers in their search for information yield positive result.
