Аннотация: У статті досліджено організаційні та правові питання організації інформаційної безпеки держави в контексті розвитку глобалізації, посилення негативних інформаційних впливів на національні інформаційні ресурси.^UThe article is devoted to organizational and legal issues of information security of the state in the context of globalization and increasing negative impacts on national information resources. Attention is given to the activities of the state to promote national production of information, improve the efficiency of the using of information resources, improve the legal framework aimed at promoting development of the information potential of all the levers of state and nation building. It addresses the need to strengthen the coordination of efforts of public and private sectors for effective use of information resources. It is noted that the efficiency of interaction of the information sector can be increased, subject to the consolidation of the participants around the important purposes, with the relevant legislative support, the creation of legal and economic incentives and a high level of responsibility of the subjects of the information sector in the implementation of the urgent tasks.

It is emphasized that informational structures, in particular social media and the scientific environment, can effectively impact formation of positive models and stereotypes about the law. The interrelation between formation of a favorable socio-legal and informational environments is noted. The problems of behavioral background in the Ukrainian society are considered, which is important to understand the progress in the field of legal informational activity. It is emphasized that while there is a total mistrust to the authorities, members of political and legal discourse in the information space can influence the formation of positive legally oriented values orientations because of their knowledge, qualification and authority.

Importance of taking into account the main trends in the development of society in the process of forming the necessary information resource to ensure the evolution of nations in the context of increasing globalization processes is in focus. Ensuring opportunities for citizens’ access to important information resources and information are necessary for the development of individual and society.

Аннотация: Окреслено специфіку історичної пам’яті людей, об’єднаних у соціальну групу Homo Sovieticus. Висловлено тезу про те, що репрезентанти цієї соціальної групи представляють найбільш уразливий для пропагандистських впливів сегмент українського суспільства, що пов’язано з несприйняттям процесу переосмислення історичного минулого і образу свого народу. Зазначається, що наявний сьогодні в Україні дискурс ми називаємо «війною пам’ятей», невід’ємною частиною «гібридної війни».^UThe historical memory of the people united in the social group Homo Sovieticus is outlined. It was argued that representatives of this social group represent the segment of Ukrainian society most vulnerable to propaganda influences, which is connected with the rejection of the process of rethinking the historical past and the image of its people. Discourse that exists in Ukraine today is what we call the «memory war», an integral part of the «hybrid war». Important issue in the process of overcoming this phenomenon is the pursuit of an independent information policy, so scientific institutions that have a stable level of confidence and offer the development of a system of objectively true knowledge of social reality and give a positive impetus to all forms of public consciousness, remain means of great importance.

Зазначається, що основою системи соціальних правових комунікацій є правове інформування, важливим аспектом якого є надання відкритого доступу до інформації правового змісту та яке відбувається в сучасних умовах через розгалужену мережу різноманітних соціальних інститутів з використанням сучасних цифрових технологій.^UThe article describes the system of social legal communications; much attention is given to the main directions related to the realization of the goals of the social legal communication system; the role of information technology in expansion of traditional understanding of legal communication is considered. It is specially noted that the basis of the system of social legal communications is legal informing, an important aspect of which is the provision of open access to legal information, and that takes place in current conditions through an extensive network of various social institutions using modern digital technologies. The system of social legal communications performs the function of preparing and promoting the participation of citizens in public activity. Its effective functioning influences the motivational sphere of social development, which is especially important in the process of becoming a democratic rule of law in Ukraine. This promotes the harmonious development of each individual through which overall social progress is achieved. The topic under research has a cross-sectoral nature, various aspects of which are simultaneously the subject of research in different scientific disciplines, which is conditioned by the need to solve complex problems of society’s development. The system of social legal communications can be considered as the interaction of social institutions (state, public institutes and information structures of all ownership forms), regarding the creation, processing, analysis and dissemination in the space and time of legal and other socially significant information, that generates the processes totality of circulation and application this information in social legal relations development.

Визначено перспективи розвитку інформаційно-правового обслуговування в діяльності бібліотек в умовах зростаючої затребуваності правової інформації в процесі розвитку системи соціальних інформаційних комунікацій та необхідності розв’язання суспільно важливої проблеми ефективного використання інформаційних ресурсів.^UThe article deals with the peculiarities of the process of development of informational and legal services in the activity of library as a modern social and communication center. The study has established that the role of the modern library in the process of legal informing is resulted from the development of informatization and current tasks of democratic processes in Ukraine.Library makes an important contribution to the development of society, which is stimulated by the transformational processes of post-industrial development by crea- ting an information environment of legal support, using a systematic set of information-analytical means of presenting information resources. Establishment of social partnership, which is characterized by multilevel, openness, accessibility and large-scale is very important in the process of expanding library internal and external information and communication links.The provision of information and legal services in the activities of Ukrainian libra- ries, taking into account the transformation of social and technological conditions, a combination of traditional library functions with the functions of industry information centers is promising way to develop modern library.The integration activity of library as such an information centers will improve the quality of customer service in the mode of remote access, provided the active use of electronic technologies to perform their functions in the process of organizing access to structured legal information. The practice of information and legal services library may offer to users is described. The role of libraries interaction for debugging and improving the efficiency of users information and legal services is substantiated.Prospects for the development of information and legal services in libraries activities have been determined in the conditions of increasing demand for legal information in the process of development of social information communications system and a strong need to solve the socially important problem in the efficient use of information resources.

Медіа, використовуючи різні форми комунікативної взаємодії у співвідношенні до відповідних запитів суспільства, володіючи регулятивним потенціалом соціальної комунікації, можуть посилювати смислоутворювальні імпульси суспільної дискусії.^UThe article characterizes the role of information technology in expanding opportunities for social dialogue in order to stabilize and develop social life. It is noted that information structures, as an important element of the social regulation system in public dialogue, especially between civil society and state authorities, can influence the integration processes within society by responsibly taking on the role of public mediators and maintaining a high level dialogue. Attention is paid to the problems of social responsibility media as a subject of social development. Public dialogue cannot be formed outside the information space. Today, modern information and communication technologies used by media, provide opportunities for exchange of views and form a dialogue, expressing socially significant interest ideally. Effective and transparent mass media stimulate the development of public dialogue via involving representatives of various social groups: government, business, public associations etc. Using various forms of communicative interaction in accordance with society demands, media with the regulatory potential of social communication can enhance the meaningful impetus to public debate. The main task of the mass media is to translate social conflicts into the plane of public discussion. The peculiarity of media social responsibility as a subject of social development, today, is the need to restore tolerance as a necessary condition for optimal interaction between all participants in information exchanges in the field of public communication. Public dialogue on the media basis should be in the nature of cooperation, and the information interaction openness should help minimize the dominance of one party over the other, as the cornerstone of consensus on social issues is the recognition of equality of all dialogue partners and equal rights for all.

Аннотация: У статті розглянуто проблеми захисту культурної спадщини України в умовах збройного конфлікту. Приділено увагу питанням порушення міжнародного гуманітарного права, що захищає культурні цінності, а саме спробам завдати непоправних втрат культурній ідентичності українського суспільства через знищення культурних цінностей. Підкреслено важливість проблеми вивезення культурних цінностей з окупованих територій, порятунку та евакуації культурних об’єктів з метою недопущення знищення та розграбування пам’яток культури. Розглянуто положення міжнародних документів щодо захисту культурних об’єктів, питання імплементації міжнародно-правових норм у національне законодавство.^UThe article observes the problems of protecting the cultural heritage of Ukrainein armed conflict. Issues of violation of rules of international humanitarian law aimed at protecting cultural values, namely attempts to cause irreparable losses to the cultural identity of a certain society through the destruction of cultural values, are under special attention in the article.The article predicates importance of the illegal removal of cultural values from the occupied territories and the looting of cultural monuments. Attention is given to the problem of rescue and evacuation of cultural objects. The provisions of international documents regarding the protection of cultural objects, the issue of implementation of international legal norms into national legislation, were considered.The article deals with the problem of protecting cultural values in Crimea which was occupied by Russia, and certain parts of Donbas which are out of control of Ukraine since 2014. The facts of violation of international treaties and conventions that are related to the protection of cultural property caused by Russia aggressive full-scale invasion of Ukraine in February 2022, are considered. The relevance of the article is conditioned with unprecedented violations of universally recognized principles of international law, primarily the humanization of military operations in the modern world and, in particular, with a critical need to protect cultural heritage in armed conflict. The protection of cultural values is an integral part of the warfare rules. The significance of cultural values and cultural objects are determined not only by their economic weight, but primarily by the fact that they contain the history and national self-consciousness. It is emphasized on urgent issue of broad implementation of international humanitarian law norms and the international law of the protection of cultural values into the national, in particular criminal legislation of Ukraine. In addition, it is extremely important to improve the quality of national investigations of war crimes, to document war crimes, to create an evidence base that will a llow Ukraine to defend its interests effectively in international courts and to administer justice at the national level.
