Аннотация: У статті досліджено наукові підходи до формування термінологічно-поняттєвого апарату дистантного обслуговування, проаналізовано його розвиток і трансформацію під впливом інтернет-технологій. Розкрито місце дистантного інтернет-обслуговування в термінологічній системі загального бібліотечного обслуговування та запропоновано визначення поняття «дистантного бібліотечного обслуговування» з позиції комунікаційної теорії та функціонування бібліотеки як універсального інформаційно-комунікаційного комплексу.^UThis paper investigates the scientific approaches to the formation of the terminology and conceptual apparatus of the distance service, analyzes its development and transformation under the influence of Internet technologies. Reveals the place of the terminological system of Remote service in the system of general library services and proposes a definition of Remote service from the standpoint of communication theory and Librarie’s operation as a universal information and communication industry.^RВ статье исследованы научные подходы к формированию терминологического аппарата дистанционного обслуживания, проанализированы его развитие и трансформация под влиянием интернет-технологий. Раскрыто место дистанционного интернет-обслуживания в терминологической системе общего библиотечного обслуживания и предложено определение понятия дистанционного библиотечного обслуживания с позиции коммуникационной теории и функционирования библиотеки как универсального информационно-коммуникационного комплекса.

Визначено значення віртуальної виставки як інструменту представлення та збереження бібліотеками культурних надбань та нових актуальних видань.^UThe article is devoted to the virtual exhibition as a distant library service. Much attention is given to the characteristics and features of a virtual library exhibition. The approaches and requirements to its organization are analyzed. It is shown the essence and the specificity of the technological aspects of the operation. It is described the specific features of programs for creating virtual exhibition, which allow to work with image files. Attention is given to the efficacy services used in library practice in the creation of virtual exhibitions. In particular such as: Сalameo, Maps. google, Slideshare, PhotoPeach, Prezi, Dipity, Popplet, Playcast, Myebook, Glogster, BannerSnack, Sharesnack, Empress, ZooBurst. It is shown that virtual exhibition is a tool for improving the quality of information service and for more effective use of information resources of libraries. Also for providing access to the available in library funds of cultural, spiritual and value achievements of previous generations. It is a reliable guide in the domestic informational production, in the consolidation of the Ukrainian society and preserving its national identity and identity. Conclusions are drawn about the value of the virtual exhibition as an effective tool for providing access to information for distant user.

Opportunities to expand library services with their help, as well as a number of advantages in the provision of such services for the library and for the user are identified. The article gives an analysis of foreign experience of creation and functioning of library mobile applications and their relevance to users. Also attention is given to the approaches to the adaptation of this type of library services in the domestic realities. It proved the value of mobile applications as new forms of access to libraries digital resources and collections, which led to popularization of national information resources, cultural heritage, attracting users to actively participate in national and cultural discourse.

Also the opportunities for expanding services with their help are identified. The state and development of mobile applications as one of the modern means of communication has been studied. Certain characteristics and specificity of using mobile applications as a promising and effective tool for disseminating and popularizing scientific, educational and socio-cultural information resources are analyzed. Attention is given to the cooperation between organizations of the socio-cultural sphere in the process of creating mobile applications to meet users’ information needs, attracting potential users and increasing the level of communication. The article gives valuable information about using of mobile technologies for ensuring the socio-cultural needs of citizens with special need by examples. The mobile applications that help popularize the national and world historical and cultural heritage has been studied. Interest in the use of mobile applications as an instrument of scientific communication was noted.

The peculiarities and specifics of using mobile applications as a perspective and effective tool for the dissemination of educational information resources, as well as in popularization of scientific, educational and self-education processes throughout the whole society are analyzed. The article provides valuable information on the use of mobile technologies to meet the educational and self-education needs of citizens. The mobile applications of higher education institutions, which help to popularize educational processes, increase the level of communication between the institution and students, are studied in detail. Interest is paid to mobile applications as a tool for scientific communication.

A number of news aggregators have been studied in detail with different type and kind of content, their features and specifics have been established. Functions of aggregators that are convenient from the point of view of professional use are considered. The advantages of personalizing news aggregators from the perspective of using information analytics as a tool in the process of work are grounded. The convenience of using news aggregators on the example of working on projects by information and analytical departments of the V. I. Vernadsky National Library of Ukraine is considered.

The present state and development of mobile applications of government bodies and public organizations as modern means of communication are considered. The peculiarities and specifics of using mobile applications as a perspective and effective tool in the communication between state authorities and civil society are analyzed. The revealed and systematized experience of using mobile applications in social and political communication has allowed to formulate its preliminary typology according to the institutional level of its origin and priority tasks. The potential of using mobile technologies for improving the quality of authorities communication with citizens and involvement of the latter in discussing current problems is substantiated.

Проаналізовано кожну з пропонованих груп джерел. Розглянуто коло джерел, вивчення яких дає змогу багатоаспектно й комплексно розкрити перспективи організації бібліотечно-інформаційного сервісу на основі використання мобільних технологій.^UThe article deals with the issue of determining the source base for study of mobile technologies in library activity. The groups of sources that can serve as an empirical basis for research implementation of mobile technologies in the practice of library services are outlined. Each of the proposed source groups is analyzed. Mobile applications are analyzed as a source for research of mobile technologies introduction in library practice. The article explores the systematization and service support of mobile applications (abstract, number of downloads and user reviews). The market for mobile applications and marketing data is analyzed to better understand the mood and needs of users in the process of creating and improving libraries applications. The Internet resources of the leading libraries of the world and Ukraine are considered as a source for scientific research of mobile technologies in library activities, the analysis of which allows you to collect rich factual material about thematic exhibitions, lectures, seminars, round tables and thematic conferences, the availability of mobile services. The documents related to the development strategy of the information sphere and libraries as sources for scientific research are analyzed, which allows to obtain information on the tasks set by the world community in overcoming information inequality and realizing the right on free access to information, as well as ways to solve them. In this regard, a rethinking of the role of the library as an institution of social communication should take place. The general strategy and tactical tasks of library development, defined by the international library community, ways to increase their status and the expansion of information and communication participation in various spheres of public life are considered. A number of sources that make it possible to conduct a comprehensive and multifaceted study of the prospects for revealing the organization of library information services through the use of mobile technologies, are considered.

Аннотация: У праці досліджено виникнення та функціонування мобільних застосунків як перспективного виду мобільного сервісу в бібліотечних установах. Розглянуто сучасний стан та розвиток мобільних застосунків як одного із сучасних засобів комунікації. Проаналізовано особливості, специфіку та переваги мобільних застосунків різних категорій. Окреслено можливості розширення інформаційних послуг за їх допомогою. Проведено аналіз наявного асортименту мобільних застосунків різних розробників та з’ясовано їх класифікацію за функціональним призначенням. Розглянуто процес створення та впровадження мобільних застосунків на прикладі Баварської державної бібліотеки. Встановлено, що сьогодні зарубіжні бібліотеки все більше орієнтовані на створення застосунків одразу для декількох операційних систем задля охоплення більшої користувацької аудиторії.^UThe article investigates the emergence and functioning of mobile applications as one of the prerequisites for the introduction of mobile services in domestic libraries. The status and development of mobile applications is regarded as one of the most modern means of communication. The features, specifics and benefits of mobile applications of different categories are analyzed. The possibilities of expanding libraries information services with their help are outlined. There is evidence of a significant number of users in Ukraine who have the technical capability to use mobile technology as a communications service and has demand for such a service. Research has shown that the activation of mobile applications is facilitated due to three important factors: improving the operating systems of smartphones; reducing costs and expanding the coverage of the mobile Internet; the appearance of mobile app stores. The analysis of the existing range of mobile applications of different developers is carried out. Their classification by functional purpose and type of creation is specified. The factors that influence the positive dynamics of the mobile app market growth and are the points of interest to many modern companies / institutions are considered. The advantages of mobile applications are identified: audience expansion; marketing and communication channel; optimization of work / production processes; increasing customer loyalty; a source of valuable analytics; competitive advantage. A case in point is the Bavarian State Library experience in creation and implementation of mobile applications. Research has shown that today, foreign libraries are increasingly focusing on creating applications for multiple mobile operating systems at the same time to reach a larger audience. It has been established that the use of mobile applications in library activities has become an effective form of providing libraries with access to their own electronic resources and collections, thus promoting the most valuable national information resources, cultural heritage and facilitating the involvement of users in active national cultural discourse.

Аннотация: У праці охарактеризовано, що важливими в контексті розробки мобільних застосунків виступають критерії вибору конструктора. Дослідивши рейтинги безкоштовних конструкторів мобільних застосунків та проаналізувавши висновки експертів у сфері ІТ-технологій, було визначено конструктори, які можуть бути використаними бібліотеками для розробки мобільного застосунку задля покращання обслуговування та підвищення комунікації з користувачами. Розроблено та застосовано безкоштовний мобільний застосунок та висвітлено процес його створення.^UThe article deals with the alternative way to create mobile applications – if an institution does not have sufficient financial resources to contract the development studios – the use of mobile application designers that allow users to develop a full-fledged functional application in just a few days and without additional knowledge and programming skills. The importance of the criteria for selecting a constructor in the context of the development of mobile applications, is stressed. The criteria are described: choice of the constructor in accordance with the mobile platform on which the application will work; design interface convenience; set of tools; functionality; financial matter. The ratings of free mobile application constructors are examinied and the opinions of experts in the field of IT technologies are analyzed. It is determined that constructors can be used to develop a mobile application by libraries to improve service and communication with users. It is determined that the constructors considered in the article, are designed mainly for users with minimal experience in programming knowledge and therefore can be involved even without special training, they are universal and allow one to create applications optimized for a variety of activity areas. The mobile application in one of the free constructors for the Android platform is developed. Each stage of developing of the mobile application for the information and analytical bulletin «Constitutional process in Ukraine: political and legal aspects» is reviewed in detail. It is determined that today mobile applications can be regarded as a component of a mobile library service, which allows to increase the level of library service, as an effective way to provide additional information to reader, and to contribute to library popularization.

Аннотация: У статті аналізуються можливості застосування інструментарію, функціоналу мобільних технологій для розширення доступу до цінних історико-культурних ресурсів для їх популяризації серед широкого кола користувачів. З метою узагальнення і систематизації бібліотечних практик створення й використання мобільних застосунків, вони були проаналізовані за такими критеріями: за авторством розробки (бібліотечний, комерційний, колаборативний); за призначенням проєкту (науковий, науково-популярний, освітній); а також – за характеристиками контенту та функціоналу. Проведений аналіз дав змогу констатувати, що розглянуті застосунки є комплексним ресурсом, створеним за для розширення доступу до ресурсів історико-культурної спадщини, їх популяризації та заохочення користувачів до досліджень та отримання нових знань. Дослідження показало, що сьогодні створюються окремі мобільні застосунки присвячені: колекціям документів бібліотечних історико-культурних фондів; видатній особистості, діяльність і творчість якої є важливою в ідентичнісному аспекті; одному твору, який має сенс національного символу. Доведено переваги використання потенціалу мобільних технологій з метою підвищення ефективності доступу до історико-культурних ресурсів для їх популяризації серед широкого кола користувачів.^UThe article analyzes the possibilities of using tools and functionality of mobile technologies to expand access to valuable historical and cultural resources with the aim of popularizing them among a wide range of users. In order to generalize and systematize library practices in creating and using mobile applications, they were analyzed according to the following criteria: by the authorship of the development (library, commercial, collaborative); according to the purpose of the project (research, popular science, educational); and also according to the characteristics of content and functionality. The analyzed applications can be used both for research or educational, and for popular science purposes. Taking into account that such services provide access to digital collections of documented historical and cultural heritage of the national level (documents full-text digital copies), we can consider possibility to use them for research purposes. Taking into account today educational trends and realities – remoteness, personalization, gamification, interactivity of educational resources, virtualization of the educational process – the mobile service opens up wide opportunities for assimilation of knowledge. The use of mobile applications remains relevant in the process of self-education as an important factor in obtaining and replenishing the stock of knowledge, individual self-improvement in professional and non-professional spheres. For research and popular purposes, the use of the applications which are examined, opens another way to popularize the most valuable national information resources of the historical and cultural heritage and can contribute to the users involvement in active participation in the national cultural discourse. As evidenced by the research, separate mobile applications which currently being created, are dedicated to: document collections of library historical and cultural funds; an outstanding personality whose activity and creative work are important in terms of identity; artifact (or written work) that has the meaning of a national symbol. We observe two trends in the development of mobile services. The first trend assumes the operation of a mobile library, which provides mobile access to a wide range of services and resources (it can be either a mobile version of the library website with all available functionality, or a specially created mobile application). The second trend involves providing access using mobile technologies to particularly valuable national historical and cultural collections, both thematic and personal (author, text).
