For our country, building an information society and its integration into the international community is a top national priority. It should be noted that modern Ukraine is increasingly taking on the characteristics of such a community. Evidence of this is the growing needs for information resources that are becoming neobhidnishymy to intensify all areas of human activity. Increasing public demand for library services institutions necessitates the formation of the libraries of new forms of information space, which is implemented through computer technology. It is clear from the organization to present a technical level structure of the information space of the library facility the success of the introduction of wide circulation of existing information resources, and thus ensure prompt access to modern materials and documents.

Аннотация: У статті досліджуються особливості соціалізації людей різних вікових категорій у сучасному інформаційному суспільстві. Обґрунтовується необхідність розробки нових соціальних технологій ефективної соціалізації представників похилого віку.^UStudy and analysis of changes in the process of socialization in modern information space in recent period gets special urgency. Socialization is determined by the nature of society, its characteristics and needs. Criteria and rules of human life and the conditions of creative self transform with changes in society. In this regard, the study of changes that characterize the process of socialization, identification of specific factors, conditions and social contradictions that define the specificity of personality as a member of society becomes particularly urgent. In terms of social work, socialization is regarded as mutually influenced process of enriching social experience and development of human relations in modern society, where it acts as a social, self-sufficient, individualized organism. The result of socia-lization is accepting of values, norms, behavior patterns proposed by society in which a person develops. With the acceleration of globalization and the information society conditions that affect the quality, nature, components socialization, rapidly change. Process and result of assimilation and reproduction of individual experience accumulated by mankind to work with data of any type and form could be regarded as a kind of socialization, what is called – information socialization. Traditional bibliographic, reader, computer socialization and culture of any sign systems perception could be added. Library as a social institution can and should become coordinating and stimulating link in the chain of information socialization. Today the problem of socialization of information becomes more important, especially for children and elder persons − the most vulnerable categories in terms of adaptation to the modern information environment. In turn, this applies to library facilities that have become resource centers of information in solving problems of socialization.

Introduction of new technologies significantly expands the range of services provided by library institutions, diversifies the presentation of library products. The current dynamics of the development of library institutions in the coming years will allow us to reach a qualitatively new level of information and library processes, the management of library resources, which will largely depend on the quality and functionality of the software tools used by libraries. With the advent of new types and carriers of information, the task is to manage them effectively and provide users access to them. Today, this task is a priority in the organization of library and information work. In particular, the implementation of one of its traditional functions – advisory, currently implemented with the help of new technologies – helps to find its niche in modern information exchanges of a library institution. Increasingly, modern library institutions resort to solving technological problems of information support in a remote mode. Thanks to the innovations implementing, it becomes possible to perform the entire range of technological operations of the library. With the development of information communication in the modern society, the requirements to the library information system, the specialization of these systems, taking into account the specific approaches to solving the problems of effective information supply of science, education, culture and other spheres of public activity, increase. Specificity of library institutions as updated new information centers requires further development of research to increase using of information resources.

New technologies simplify the processes of transmitting the request, receiving and delivering information. However, with increasing use of electronic resources, the attendance of libraries decreases. This forces librarians to seek innovative service approaches and prompts the provision of services by methods that are user-friendly. Most of the new services introduced in the library service over the past few years have been linked to the use of Web 2.0 technologies. Web 2.0 feature is attracting users to content and to reuse content. This means the creation of Internet-based Web-based platforms, the success of which depends on how users engage in their content content. In turn, librarians seek to actively use Web 2.0 capabilities in their everyday practices and look for innovative ways of delivering services in line with changes in the cultural model of the behavior of a new generation of users. Today, the main areas of implementation of web technologies in library institutions are: the creation of information sites and portals, virtual reference services, the optimization of electronic catalogs, the establishment of open access repositories, the use of web-oriented automated library information systems.

Приділяється увага питанню адаптації сучасних бібліотек до умов поширення і використання соціальних мереж.^UToday, social networks represent a huge database with a variety of structured information about their users, which could be available to almost everyone. To implement an effective analysis of social networks, a number of quantitative and qualitative concepts are used. In the virtual space, we deal with social networking services, online communities, virtual communities, and groups. The modern social networking service is a specific website or other Web service that facilitates the creation of a public or semi-public questionnaire, a list of users with whom they have a direct link, as well as their own list of links and lists of other users. Modern domestic libraries actively borrow the experience of foreign colleagues. Leading libraries of Ukraine actively use the opportunities of network technologies in order to improve the forms of information and library services for users, providing access to their funds and various Internet resources. Today, librarians are very active in social networks – a type of mass media that uses a set of online technologies to artrange communication between Internet users. The most significant among them – social networks and blogs. Modern networking projects help speak and find listeners, provide an opportunity to communicate with a wide range of interesting people, keep in touch with friends and family. The network sets itself the task of each individual moment to remain the most modern, fast and aesthetic way of communicating on the network. Anyone can create interest groups to advertise their business, communicate and share information with like-minded people. Social networks and general Internet resources have recently become closely integrated into everyday life of practically every person. More than half of the world’s population deals with social networks, legal entities and individuals in one way or another interconnected with the help of Internet resources; it could be proved with the fact that most people do not imagine their life without social networks.

The place of strategic communications in providing scientific support of library and information activity is considered.The formation of the system of strategic communications in Ukraine is analyzed. It could enable scientific libraries to find out and determine their place in this system, provided that they improve their capabilities as a center for intellectual processing of information, the quality of library information products and services, user’s comfort and convenience, library efficiency, stability, reliability as information holder, etc. The strategic directions of domestic libraries development, prospects of libraries, in particular, their place in the system of social communications, are determined, proceeding from the main functions of the library institution as a social institution, a subject of social communications.

The main directions and ways of further improvement of the integration of library institutions in the information space are analyzed. Special attention is paid to the analytical aspects of information resources applying in a scientific library institution.The information function of the library institution through the close cooperation with customers is considered. This function is transformed into informational and analytical activity, it presuppose that on the basis of widely accessible library and information resources the most modern means of information transmission are used, which are capable to change the primary sources and significantly save the time.The attention is focused on the way in which library institution, while working out the methods of information processing, which, for the most part, are used for scientific research, organizes own materials that can satisfy authorities information demand. Information and analytical structures of library institutions become an effective and promising center for the information flow of modern society. The primary focus of library institutions work is emphasized. It could prove how actively they work in political, economic, scientific, educational spheres of the state, in particular, the information and analytical divisions of V. I. Vernadsky National Library (NBUV) – Information and Analytical Support Service of State Authorities of SiAZ, National Law Library (NUB), Foundation of Presidents of Ukraine (FPU). Attention is paid to the using of scientific library institution funds, which provides opportunity to prepare information and analytical materials that detail the events and processes, primarily, not only on the quantitative side, but also on qualitative one.

Аналізується сучасний стан інформаційної безпеки та захист національного інформаційного простору від негативних інформаційних впливів. Приділяється увага протистоянню інформаційній агресії в українському інформаційному просторі. Розглянуто впровадження дієвих механізмів протидії негативним інформаційним впливам та питання, пов’язані з пошуком інноваційних шляхів захисту інформаційного простору України.^UThe article explores the Russian Federation potential and real information threats to Ukraine’s national information security. The current state of information security and protection of the national information space from negative information influences are considered, the fact that the Russian Federation presence in the Ukraine information space is constantly growing, is stressed. Attention is paid to confronting information aggression of the Russian Federation in the Ukrainian information space, since in the current war with Ukraine and the world Russia uses its newest weapon of mass destruction of high power – information. In analysis Russia hybrid war against Ukraine, special attention is given to acts of information and psychological influence that enable the aggressor country, contrary to international law, to achieve its goals using the human resources of the country being the object of intervention or aggression, and the human resources of other countries with simultaneous reduction of international community influence. At the same time, to ensure mass influence on the target audiences, the leadership of the aggressor country has taken outreach to a new level and created the conditions for its transformation into one of the main types of warfare. The decision was aimed at increasing the effectiveness of actions in the information sphere in the way of active use of modern social technologies, as well as expanding the interaction of all military and civilian information and advocacy structures. The introduction of effective mechanisms to counteract negative information influences, and issues related to searching for innovative ways to protect the Ukrainian information space are considered.

Вернадського.^UThe article investigates the properties of information and analytical work in the system of strategic communications in Ukraine and role of library institutions, namely its information and analytical structures, in providing information support to public authorities in terms of society informatization. Emphasis is placed on the most reliable and promising form of work for a library institution, such as a model of information-analytical partnership with the growing of library institution importance as a center of public access to any information and its presuppose such activities as primarily information participation of library institution in state-building democratic processes, support of public awareness on important socially important issues, provision of information to public authorities, which facilitates administrative decisions making. Strategic directions are considered, which envisage creation of internal and external communication system for partnership development, promotion of common values and achievement of strategic results. The importance of information and analytical work at the stage of strategic communications development in the management of public authorities is analyzed. Attention is paid to the role and importance of information and analytical units of library institutions in the strategic communication system, based on the experience of analytical units of the Vernadsky National Library of Ukraine. Given the vast experience of cooperation between the library analytical units and state authorities, it is possible to state the appropriateness of their involving in radical development of strategic communications system. The Service of Information and Analytical Support of State Authorities (SIAS) of the Vernadsky National Library of Ukraine has such experience. Its operational cooperation with public authorities has resulted in numerous thematic information and analytical products that have received a significant evaluation of customers.
