It is analyzed, in particular, the modern position of informing in the legal sphere by libraries. The benefits of research library in the organization of support of legal culture development are caused by consolidation of its funds, including internet access, skilled professionals and infrastructure for readers.^RСтатья посвящена раскрытию значения деятельности библиотек в формировании правовой культуры. Анализируется, в частности, современное состояние информирования в правовой сфере пользователей библиотечных учреждений. Акцентировано такие преимущества научной библиотеки в организации поддержки развития правовой культуры, как органическое единство её фондов, включая доступ к Интернет, квалифицированных кадров и инфраструктуры по обслуживанию читателей .

Наведено приклади ефективної діяльності бібліотечних установ різного відомчого підпорядкування у здійсненні правової освіти.^UThe article discusses the role of libraries in Ukraine in the implementation of the legal education of the population, in particular, reveals the main competitive advantages of library facilities in this process. Attention is drawn to the fact that in the context of Ukraine developing as a democratic state, its entry into the global legal and information space, priority was acquired by the sphere of legal awareness. Accordingly, there were determined the basic directions of library policy in the implementation of the legal awareness of the Ukrainian society. The effective activities on the implementation of legal education work by libraries in Ukraine are considered on definite examples. Attention is drawn to the fact that in this process different types of libraries have their own specifics. The article also addresses the issue of further improvement of legal education in the libraries of Ukraine.

На прикладі діяльності НБУВ обґрунтовано провідну роль наукових бібліотек у процесі забезпечення доступу до наукових знань.^UThe article examines scientific library place among main organizational forms of realization of constitutional human and civil right to freedom of scientific work in Ukraine. Focuse is on new possibilities of libraries in tealities of information society, on benefits of libraries in competition with similar structures. It is noted that a key role in providing access to scientific knowledge among different types of libraries in Ukraine is played by academic libraries, in particular, libraries of research institutions of NAS of Ukraine, whose main task is to provide scientists with worldwide scientific information for their research on the basis of traditional and modern network technologies as timely and in full as possible. Activities of Vernadsky National Library on providing access to scientific knowledge are considered. It is concluded that high potential of Vernadsky National Library as Science Information Centre meets growing needs of scientific field in the context of today’s information revolution and knowledge society development.

Вернадського соціальної мережі Facebook як важливого мережевого каналу для поширення наукової інформації, засобу взаємодії з потенційними споживачами ресурсів і послуг.^UThe article deals with the use of social networks as a platform for scientific communication by academic libraries. It is emphasized that when scientific activity must correspond to new demands of the society in the process of its transformation, a role of scientific communication significantly increases. One of the main participants of scientific communication in Ukraine is academic scientific libraries. Importance of social networks as an optimal means for interactive communication with the library’s target audience in modern Ukrainian realities is noted.The article considers experience of using the social network Facebook by V. I. Vernadsky National Library of Ukraine as a tool to maintain scientific communication, as an important network channel for dissemination of scientific information, a means of effective interaction with potential consumers of resources and services.

Акцентовано увагу на актуальності доведення до широкого загалу своєчасної та якісної інформації про здобутки українських дослідників з огляду на стратегічний курс нашої держави на набуття повноправного членства України у Європейському Союзі та в Організації Північноатлантичного договору.^UThe paper addresses to the role of information and analytical products of libraries in the field of science popularization. Attention is paid to the significance of keeping the general public being well and timely informed on the achievements of Ukrainian researchers in view of the strategic course of our state for acquiring Ukraine’s full membership in the European Union and in the North Atlantic Treaty Organization. It is emphasized that in the context of the entry of modern society into the informational stage of its development, an exceptional role in the popularization of science is played by scientific libraries, which experience the new forms and means of collecting, processing, presenting and disseminating knowledge as they primarily concerned the sphere of the activity of libraries. The paper considers the activity of the Information and Analytical Support Service of the State Authorities of the Vernadsky National Library of Ukraine on informing the general public and authorities about the situation in the scientific sphere of Ukraine. In particular, publication and dissemination of materials for the issue of information-analytical bulletin “Ways of Ukrainian Science Development” are considered as an example of effective activity in the area of informing society about achievements, important results of scientific, scientific-technical and innovative activity of our scientists, raising the authority and prestige of science in Ukraine. It is noted that the publication of the bulletin from the very beginning was aimed at the implementation of measures, determined by the Presidium of the National Academy of Sciences of Ukraine, for improving the perception of science by society, and today its main tasks correspond to the statutory tasks of the highest scientific self-governing organization of Ukraine, namely: the need for popularization of scientific achievements of Ukrainian scientists in the country and abroad in order to increase the prestige of scientific activity in society, to form scientific outlook, to counteract pseudoscience, to strengthen the intellectual potential of society, to develop education, to raise the international authority of Ukraine.The experience of SIAS of V.Vernadsky National Library of Ukraine in the field of popularization of science, in particular, in preparation and publication of the information-analytical bulletin “Ways of Ukrainian Science Development”, allows one to conclude that despite difficult financial conditions Ukrainian researchers, first of all representatives of the National Academy of Sciences of Ukraine, continue working hard for the benefit of our country and gaining significant results across a wide range of basic and applied research.

Акцентовано увагу на актуальності донесення до суспільства оперативної та якісної інформації про конкретні заходи з підвищення ефективності діяльності наукових установ академічного сектору, а також про важливі результати наукової, науково-технічної та інноваційної діяльності українських учених.^UThe integration of Ukrainian science into the world scientific and European research space presupposes the implementation of the set of measures to reform the scientific sphere of Ukraine. Current processes of reforming the Ukrainian sector of research and development are taking place in a difficult time for the Ukrainian state and Ukrainian science. Despite the numerous proposals for the course of reform, some politicians and media for a long time understood the reform as the liquidation of the academic sector of Ukrainian science, which gave rise to recurrent manipulative materials in the media about the work of national academies, most notably the leading research center in our state – the National Academy of Sciences of Ukraine. In these circumstances, issues of prompt and high-quality informing of government agencies and the public about the processes of reforming Ukrainian scientific sphere, in particular specific measures to improve the efficiency of scientific institutions of the academic sector, are becoming especially relevant. The paper considers the work of the Service of information and analytical support of public authorities of V. I. Vernadsky National Library of Ukraine, notably in informing public and government agencies about the situation in the scientific sphere in our country. In particular, an example of effective activity in informing the public about reforming of the research sphere, assessing its effectiveness and development, and important results of scientific, technical and innovative work of Ukrainian scientists, is the publication and dissemination of the materials of the information and analytical bulletin based on the operational information Ways of development of Ukrainian science: public discourse. The experience of the Service of information and analytical support of public authorities on information support of reforming the scientific sphere of Ukraine, namely the publication of the information and analytical bulletin Ways of development of Ukrainian science: public discourse, allows us to conclude that information and analytical departments of national libraries have a significant potential in solving the problem of developing an information ground for management decisions.

Аннотация: ^UThe paper addresses the role of libraries in popularizing scientific knowledge in the context of countering disinformation about the COVID-19 pandemic. It is emphasized that in the context of the entry of modern society into the informational stage of its development, an exceptional role in the popularization of science is played by scientific libraries, which before everyone else experienced the new forms and means of collecting, processing, presenting and disseminating knowledge as they primarily concerned the sphere of the activity of libraries. Emphasis is placed on the exceptional role of the scientific library as one of the main participants in the system of scientific communication. Being one of the main participants in the system of scientific communication, scientific libraries of Ukraine play a significant role in the formation of the infrastructure foundations of science and ensuring its relations with society. After all, among the various types of libraries of our state, it is scientific libraries, in particular libraries of research institutions of the National Academy of Sciences of Ukraine, whose main task is to promptly and fully provide scientists with world scientific information on the topics of their research based on traditional and modern network technologies, that occupy a leading placein the process of ensuring access to scientific knowledge. In accordance with the currentneeds of Ukrainian science, scientific libraries are changing priorities in approachesto the choice of information sources, improving technologies for accumulating sociallysignificant information, trying to provide users with access to online resources of the world’s leading suppliers of scientific information as widely as possible, harmoniously combining traditional and electronic documents, becoming navigators and intermediaries in a modern communication system. It is noted that as leading subjects of the information market, scientific libraries are modernizing and improving the information and analytical direction of their activitiesin order to effectively meet growing information requests, especially in the field of Public Administration. The article highlights the activities of research divisions of V. I. Vernadsky National Library of Ukraine on informing users about scientific research of COVID-19 virus, measures to prevent disease and to treat it, to overcome the pandemic consequences, etc.

Наголошено на актуальності інформування владних структур та громадськості про дослідження та розробки українських вчених, передусім ті, які пов’язані зі зміцненням обороноздатності і безпеки держави, науковим супроводом та пошуком розв’язання проблем відновлення та розвитку економіки України у воєнний і післявоєнний періоди.^UDuring the war unleashed by Russia against Ukraine, and in the context of post-war challenges to the Ukrainian state and society, the relevance of issues of operational cov erage of the activities of Ukrainian scientists, primarily those aimed at strengthening the defence and security of the state, has significantly increased. Accordingly, the need to intensify communication activities between the scientific community and society, public authorities, etc. has significantly increased under modern conditions.Today the library is the basic social and communicative structure that concentrates the communicative culture of society and provides communication processes with the use of documents, information and knowledge. It is noted that today in Ukraine the perception of information and analytical activity as an integral component of libraries’ scientific and informational work has been fully established, as well as the information and analytical products themselves have become an important means of communication between the library and the user, namely, the consumer of information. Attention is focused on the fact that under conditions of a full-scale war, unleashed by Russia against Ukraine, the role of library and information centers, which possess information and analytical resources capable to counteract the spread of enemy narratives, as well as forming and spreading the national narrative of Ukraine, is significantly strengthened.The article reflects the activity of the Service of information and analytical support of public authorities of V. I. Vernadsky National Library of Ukraine on the operative provision of users, in particular the authorities, with the materials on socially significant topics. In particular, as an example of effective activity in informing the society about the research and developments of Ukrainian scientists related to the strengthening of defence and security of the state, the publication and distribution of materials of the issue of information and analytical bulletin “Ways of Development of Ukrainian Science: Public Discourse” is considered.Thus, it was concluded that the activity of the Information and analytical support service (IASS) of V. I. Vernadsky National Library of Ukraine, which operates in the field of operational provision of users with materials of socially significant topics, indicates that the library continues to play an important role as a communication institution even under martial law.
