Розкрито сучасні особливості інформаційної сфери, від яких залежить ефективність функціонування бібліотек в інформаційному процесі підтримки розвитку електронних інформаційних комунікацій між суб’єктами електронного урядування. Визначено відмінності між бібліотечним інформаційно-аналітичним забезпеченням діяльності владних структур та участю бібліотек в інформаційному процесі розвитку електронного урядування.^UThe article highlights the development of library and information activities in accordance with the information policy public administration on the principles of e-governance. Modern features exposed areas of information that affect the efficiency of the libraries in the information process to support the development of electronic information communication between e-government entities. Grounded narrowing the role of libraries as centers of modern information government Concept of e-government in Ukraine, approved by the Cabinet of Ministers of Ukraine of 13.12.2010 p. N 2250-r, in particular, paragraph definition for tasks that require only «to ensure long-term storage and transmission electron documents in the state archives, museums, libraries, support them up to date and providing access to them». Investigates the development of library and information activities towards introducing new forms of the distance database access official information of regional and national importance, which are outside the library, as well as new forms of interactive information interaction between citizens and local government agencies and local governments on the basis of capacity information and communication technologies. Determined differences between library information and analytical support of authorities and involving libraries in the information development process of e-government. In particular, states that the library information and analytical support of the authorities involves the implementation of a set of measures to be considered as a tool for introducing the necessary and sufficient amounts of socially significant analytical information in the sphere of public authorities, which are based on the information needed to make good decisions, knowledge of the situation at any given time; participating libraries in the information development process of e-governance associated with the promotion of electronic information communication between state agencies, local governments and civil society, business and the public, which in turn provides more active participation of citizens and public institutions influential in decisionmaking determining the vector development, etc. through use of modern information and communication technologies.

Наведено приклади основних сучасних форм електронної інформаційної взаємодії між суб’єктами електронного урядування, що розвиваються в бібліотечній практиці.^UThe paper deals with some aspects of development of library and information activity according to the information policy of state government based on the principles of e-governance. The relevance of research caused by activation of the information process of e-government in Ukraine and the participation of libraries in it, using a library practice information and communication technologies for the rapid establishment of electronic information interaction of state and local governments at all levels with society, citizens, public institutions is shown. The concept of «electronic information interaction of e-government» is defined, its goals and contents of library and information activity according to the basic strategies of Ukrainian State government institutions on the principles of e-governance are clarified. Importance of incorporate a number of basic problems of electronic information interaction between subjects in the library of e-government practice is substantiated. The modern forms of electronic information interaction among the electronic government are disscused, particularly in the framework of local public libraries in the Ukrainian network of public access to official information, the project «Public libraries – bridges to e-government» and others. The basic directions of development of electronic information interaction as one of the types of communications in public administration on the principles of e-governance are describes, in particular vertically – from citizens to government and from government to citizens, horizontally – between citizens, between the authorities.

Проаналізовано роль сучасних інформаційних центрів як важливої складової соціальних інформаційних комунікацій, зокрема бібліотек, інших інформаційних структур ринку медіааналітики, які здебільшого орієнтовані на комерційні структури, розкрито їх організаційно-технологічні, програмно-технологічні, інформаційно-технологічні, інтелектуальні підходи та методики роботи з масивами джерел інформації, що циркулює в соціальних інформаційних комунікаціях.^UThe paper deals with the development of socio-information communications in accordance with contemporary trends of support of sustainable information exchanges through information and communications technologies (ICT). The paper reviews the role of contemporary information centers as an important component of socio-information communications, including libraries and other information structures of the media and analytic market, most of which are focused on businesses. The contemporary informational centers have developed and successfully practiced different organizational and technological, software engineering, informational and technological, intellectual approaches and methods of work with arrays of information sources circulating within social information communications. For a better understanding of this role, it is very important to reveal these approaches and methods of work with arrays of information sources circulating within social information communications. During recent years we can observe the emergence of a demand for informational analytics and media analytics. As a result a range of modern methodological and organizational principles called to ensure the effectiveness of information activities related to technologies of informational circulation, processing, analysis, synthesis of information, functioning in socio-informational communications, reflecting results (representation) or the author's tone about social activities of certain state, political, economic, scientific, civic and other subjects were improved.

Узагальнено досвід сучасних інформаційних центрів, які використовують та удосконалюють методики контент-моніторингу і контент-аналізу інформаційних потоків, вирішують завдання сучасної інформаційної діяльності щодо систематичного відстежування суспільних тенденцій і процесів, явищ у постійно оновлюваному мережевому інформаційному середовищі.^UThe article deals with the features of improvement innovative approaches to the processing of constantly updated information circulating in social information communications, active use of the methods content-monitoring, content-analysis in this process. The experience of the modern information centers, which use and improve the methods of content-monitoring and content-analysis of the information flows, solve the problem of the modern information activity on systematic tracking of social trends and processes in a constantly updated networked information environment are generalized. The research question concerns the generalization of the experience in information processing and analysis of social information communications and reflects informational dimensions of qualitative and quantitative characteristics of the life of society subjects, trends, processes, phenomenon, etc. Scientific comprehension of the communication processes, study of the quantitative and qualitative characteristics of information introduced in social information communications is considered in the context of the research results of such scholars as A. Baranovsky, A. Berko, V. Vysotskaya, P. Kis, V. Sukhoversky, L. Chirun, V. Horbulin, A. Dodonov, D. Lande, A. Fedorchuk, N. Tanatar. The experience of modern information centers is synthesized. These centerrs, based on generally accepted methodology of content monitoring and content analysis, develop and practice their own innovative approaches to the analytical processing of information flows. The National Law Library, The Service of informational and analytical support of the state authorities of V. I. Vernadsky National Library of Ukraine implemented scientific and methodical approaches to evaluation information that correspond to the types of activity of the population, its protest sentiment in different regions. Software-technical, technological approaches and methods of the content-monitoring of the national media field are considered on the case of the Ukrainian company «NOKs fishes». Since 2010, the company has improved program and technical, technological approaches and methods of content monitoring by means of introduction of the service logistics channel through individual on-line databases with a built-in graphical visualization of content analysis, the launch of its own search engine «Shukach.info».

Filling the channels of communication with multidimensional information, the library performs a socializing function in Ukrainian society. The research issue concerns with generalization of modern libraries’ experience that implements informational and analytical projects to study information flows, filling social communications with information on the issues of decentralization of power reform in Ukraine; introducing new approaches to the development of library and information activities related to the creation and functioning hromada’s communicative information platforms in libraries, socio-cultural centers for the formation of their information and cultural potential. They actively participate in corporate projects or independently implement their practice innovative approaches to the introduction into the public circulation of reliable, objective, unbiased information on the current state of decentralization reform, its stages, the creation of hromadas, their territorial structure, financial, investment, demographic, and other resource potential. Highlighted the modern information and analytical projects concerning the research of the v reform processes on the basis of monitoring of information flows, processing of information arrays, the formation of consolidated arrays of systematized, structured information reflecting the legislative activity of state authorities, the results of administrative-territorial reform, unifying processes of hromadas, the creation of the starosta’s districts, sectoral decentralization, changes in the educational sphere, health care, etc.

Аннотация: У статті висвітлено проблематику реформування публічних бібліотек у результаті реформи з децентралізації влади. Дослідницьке питання стосується узагальнення досвіду реорганізації мережі регіональних публічних бібліотек, яка потребує ряд комплексних системних організаційних, структурних і технологічних змін згідно із сучасними тенденціями реформування, впровадження різних моделей функціонування бібліотечних закладів у громадах стало метою цієї статті.Висвітлено підходи реорганізації мережі регіональних публічних бібліотек, що передбачає скорочення кількості самих бібліотечних закладів, встановлення мінімального рівня кількості послуг їхньої модернізації, створення комфортного середовища для жителів громади з цільовим використанням коштів, заощаджених від часткової оптимізації. Серед підходів оптимізації мережі регіональних публічних бібліотек стало: об’єднання цих інформаційних закладів на базі публічних бібліотек – створення публічно-шкільних; об’єднання бібліотек на базі закладів клубного типу і створення центрів культури та дозвілля.^UThe article deals with the problems of reforming public libraries as a result of decentralization reform. The research concerns the generalization of the experience of reorganizing the network of regional public libraries, which requires a number of complex systemic organizational, structural and technological changes in accordance with the current trends of reform, the introduction of various models of library institutions functioning in the hromadas.The approaches of reorganization of the network of regional public libraries are considered. These approaches involves reducing the number of library institutions, establishing a minimum level of services for their modernization, and creating a comfortable environment for the community with targeted use of funds saved from partial optimization. Among the approaches to optimizing the network of regional public libraries is: association of these information institutions on the basis of public libraries - creation of public-school; association of libraries on the basis of club-type establishments and creation of centers of culture and leisure.

The research question concerns the generalization of the experience of creating information and communication spaces in public libraries of communities, introduction of new approaches to cumulation, dissemination, introduction into the system of strategic communications of information on historical, cultural features of communities, information exchange within the hromadas, between them. The peculiarity of such information and communication spaces in public libraries of communities is the use of participation in the information process of not only public libraries of hromadas, but also other subjects of information and communication spaces, such as local self-government bodies, the public, etc.The main approaches to creating a multifunctional model of library service in the communities are highlighted. Such approaches to the organization of information and communication spaces in public libraries of hromadas, to a large extent, have the potential to enrich strategic communications at the regional level with information on the successful experience of hromadas functioning, the history of their creation, unique historical monuments, culture, local lore museums, multicultural traditions, innovative work methods, etc.

Узагальнено вироблені та практиковані інформаційно-аналітичними структурами бібліотек підходи до організації комунікаційного процесу, технологій введення в страткоми інформації про реформу місцевого самоврядування й децентралізації влади, обміну громадською думкою про неї тощо.^UThe article highlights the features of technologies of information and analytical structures of libraries as universal socio-communication centers in the context of nation-wide reforms, such as decentralization of power, in the development of strategic communications during this period. Approaches to the organization of the communication process, elaborated and practiced by information and analytical structures of libraries technologies to introduce information on the reform of local self-government and decentralization of power, exchange of public opinion about it, etc. into the strata, are generalized. These issues are closely related to the research problem of generalizing approaches to organization of communication process, technologies of introducing information about the reform of local self-government and decentralization of power into the strata, exchange of public opinion about it etc., elaborated by the information-analytical structures of the libraries. The research question relates to generalization of the experience in introduction of new approaches to cumulation, dissemination of analytical information about the features of the implementation of the reform on decentralization of power in Ukraine, uniting communities in the regions, into the system of strategic communications.It is concluded that the adaptation of information and analytical technologies of leading libraries to the needs of strategic communications, society and the state is a necessary component at the stage of defining the tasks of functioning of library institutions. The logical result of development of scientific and methodological base for such research after completing analysis of the practice of implementing strategic communications should be determining of the special function of libraries informational and analytical units, which will suggest strategic interaction and mutual influence between individuals in the information environment.

Аннотация: У статті висвітлено наукову проблематику організації інформаційного супроводження розвитку стратегічних комунікацій у процесах державотворення, забезпечення національних інтересів, вирішення питань глобального розвитку.Дослідницьке питання стосується узагальнення досвіду бібліотек зарубіжних країн щодо впровадження нових підходів до кумуляції, поширення, введення в систему стратегічних комунікацій інформації для досягнення національних інтересів і просування цілей глобального розвитку. Упровадження інформаційно-комунікаційних технологій у практику бібліотек, створення багатоаспектних універсальних баз даних створили всі передумови для визначення бібліотек одними з важливих елементів розвитку стратегічних комунікацій у зарубіжних країнах.Висвітлено основні підходи до використання інформаційного потенціалу бібліотек Європи, США для задоволення різноманітних інформаційних потреб користувачів, що в сукупності відображають розв’язання широкого спектра проблем соціально-економічного й культурно-політичного характерів. З точки зору перспектив розв’язання глобальних проблем проаналізовано можливості інформаційної діяльності бібліотек у рамках виконання ініціативи IFLA «Бібліо- течна карта світу».^UThe article deals with some issues in organization of information support of strategic communications development in the processes of state formation, ensuring national interests, solving problems of global development.The research question relates to generalization of foreign libraries experience in introducing new approaches to cumulation of information, its dissemination, introduction into the system of strategic communication to achieve national interests and promote the goals of global development. The introduction of information and communication technologies into libraries practice, creation of multidimensional universal databases have created all preconditions for defining libraries as one of the important elements of strategic communications development in foreign countries.The main approach to utilizing libraries information potential in Europe and the USA is to meet users’ diverse information needs, which in conjunction reflects the solution of a wide range of socioeconomic, cultural and political problems. From the perspective of solving global problems the possibilities of libraries information activities within the framework of IFLA’s Library World Map initiative have been analyzed.It is concluded that libraries could be identified as one of the important elements in the development of strategic communications at national and global levels. By concentrating all kinds of information resources and organizing purposeful arrays of information, libraries thus seek to meet the diverse information needs of users, which reflect the solution of a wide range of problems of socioeconomic, cultural and political nature. From the point of view of organizational and technical, program and technological aspects of information activity the foreign libraries experience demonstrates realization of their information potential, conformity of their information services and products to the purposes and tasks of strategic communications development.

The research question concerns the definition of content monitoring methods and technologies in library practice, information analysis, which operates at the level of strategic communications and reflects certain informational dimensions of qualitative and quantitative characteristics of various social actors, social processes, phenomena, etc. In this regard, the methods and approaches that are developed and practiced by libraries information and analytical structures, including ones that improve the process of content monitoring of information flows, exchanges at the level of strategic communications, are examined. The experience of information-analytical subdivisions of V. I.Vernadsky National Library of Ukraine, which successfully applies scientific and practical methods of content monitoring on the basis of modern search engine services, that is freely available, is generalized. The search engines used by information and analytical departments of V. I.Vernadsky National Library of Ukraine in their work, predominantly are Meta, West Media, Tape.com, AFISHAR.com, Google News, Ukr.net. The developed method of work with search engine services has been successfully tested in the constant monitoring of content provided by sources of regional information in order to systematically track new trends and social processes, phenomena in the constantly updated network information environment of all regions of Ukraine. This became the basis for improving of the information and analytical service for the implementation of various content monitoring projects of the national media space, research statistics and the level of top topics publicity for a certain period time.

Аннотация: ^UThe article highlights the scientific and applied issue of finding modern viable solutionsto counteract the negative information influences on the development of all spheres of public relations, people’s lives, doing business or promoting public policy, national interests in strategic communications. In European studies, the negative consequences of information impact are considered in the context of generalizing different approaches, methods, forms of dissemination of content specially prepared for information pollution of strategic communications. The research question is related to the generalization of modern approaches to countering negative informational influences and spread of informational pollution, the determination of the peculiarities of the organizational and technological process of implementing tasks in the field of information security, development and protection of strategic communications. Scientific attention to the study of the aspect of information pollution through network technologies allows to generalize the features of the useof different channels of dissemination of false information in order to implement the tasks of negative information impact on public opinion or human behavior. The very definition of the term information pollution is revealed through the distinction of its components, suchas false information, misinformation, inaccurate information. Study of the aspect of information pollution through network technologies allows to generalize features of using various channels for distribution of false information and preventnegative in formation influence on public opinion or people behavior. In this regard, various approaches and forms of distribution of specially prepared content for information pollution of strategic communications, introduction of misinformation, various kinds of false information in the globaland national information spaces, are generalized. Practiced methods of counteracting thenegative consequences of information impact are highlighted.
