Аннотация: У статті висвітлено основні напрями діяльності провідних вітчизняних бібліотек у формуванні консолідованого інформаційного ресурсу, у тому числі з використанням партійних засобів масової комунікації. При цьому звертається увага на певну тенденційність партійних видань і необхідність більш ретельного підходу до відбору та аналізу публікацій партійних засобів масової комунікації. Водночас акцентовано увагу на роботі інформаційно-аналітичних служб, які активно використовують інформацію партійних видань при підготовці аналітичних матеріалів щодо суспільно-політичної ситуації в Україні.^UThe article describes the main directions of leading national library activities to form consolidated resource information, including the use alternative means of mass communication. Besides great attention is paid to party mass communication means which not only monitor events and inform the user, but often construct media reality. Attention is drawn to a certain tendency of party publications and the necessity for more careful approach to the selection and analysis of party mass communication publications, representing the views of corresponding political party and its leaders. It is emphasized that information about the events cannot be complete without using alternative information sources, including party mass communication means. At the same time attention is focused on the work of information-analytical services which use actively the information of party publications in preparing analytical of socio-political situation in Ukraine. ^RВ статье освещаются основные направления деятельности ведущих отечественных библиотек по формированию консолидированного информационного ресурса, в том числе с использованием партийых средств массовой коммуникации. При этом обращается внимание на определенную тенденциозность партийных изданий и необходимость более тщательного подхода к отбору и анализу публикаций партийных средств массовой коммуникации. Одновременно акцентируется внимание на работе информационно-аналитических служб, которые активно используют информацию партийных изданий при подготовке аналитических материалов об общественно-политической ситуации в Украине.

Аннотация: У статті розглянуто специфіку використання політичними партіями соціальних комунікаційних мереж у політичній діяльності в сучасній Україні. Акцентується увага на вивченні партійних мережевих сторінок, які являють собою інформаційний ресурс і джерела та можуть бути використані при підготовці інформаційно-аналітичного продукту та наукових робіт.^UPolitical parties often use their pages in social networks to disseminate information in order to promote their political power. Analysis of communication to the party pages of social networks can be effective in determining the party initiatives that are supported by the public. As well as identifying priority areas of work of the party, which formed a public inquiry, identifying future leaders who use public authority. Using the web pages of political parties as a source of information products, analysts can draw conclusions about the main message of which are operated parties during election campaigns and in between elections, Rating party, its support from voters across the country, position and prospects of the party leaders of the party network. However, the information in social networks is readily available only for a short time, because the old messages with new overlap, and search tools in the web pages are missing. Saving networking sites and pages of political parties is an important component of Development of Information Society Fund for further use in the preparation of scientific and analytical materials.

Аннотация: Стаття присвячена окресленню основних напрямів дослідження партійних засобів масової комунікації у вітчизняній науці. Акцентовано увагу на специфіці вивчення партійних ЗМК у сучасному українському бібліотекознавстві. Розкрито висвітлення у вітчизняному науковому доробку особливостей функціонування засобів масової комунікації, формування газетних фондів бібліотек, збереження інформації ЗМК для подальшого використання.^UStudy of the functioning and place in modern society, the party of the mass media is important, because these problems researchers are not so long ago. Powerful historiography of the study of different types of communication media, the possibility of applying a multidisciplinary approach creates opportunities for systematic studies analyzing not only the print media as an integral phenomenon, but also electronic. The vast majority of research concerns periodicals and partially – electronic. The majority of fundamental research works devoted to the functioning of the mass media as a whole, only indirectly draws attention to the party. The number of serious scientific research of the mass media is growing every year. That is evidenced by the statistics, because the number of protected in recent years, master’s and doctoral theses has increased dramatically. A significant part of the scientists in their research analyzed the influence of mass media on the minds of the users of information. Researchers believe that the means of mass communication represent the interests of the owners of these resources and disseminate relevant information. Representing the interests of a small part of society, in particular political party, modern means of mass communication is carried out informational impact on the views of a mass audience for the economic, political and social issues and their role in society. An important component of the work of researchers is to study the mass media as a source of research and the object library and information work. During the years of Ukrainian independence domestic researchers trained hundreds of scientific papers, are protected thesis on the subject of the mass media. The vast majority of research concerns the media and its role in society, but much less attention is given to the publication of the party and the party as a whole means of mass communication that induces to enhance the study of this problem.

Аннотация: Проаналізовано основні методи дослідження засобів масової інформації соціально-комунікаційної природи як засобу масової комунікації, так і інституту бібліотеки. Звертається увага на специфіку методологічної основи вивчення партійних засобів масової комунікації як об’єкта бібліотечно-інформаційної діяльності, на використання різних методологічних підходів і методів, а також аналіз їхньої результативності, які дають підстави для висновку про ефективність використання в бібліотекознавчих дослідженнях комунікативної проблематики методологічного комплексу, основою якого є діалектичний метод, складовими – системний, інформаційний, структурно-функціональний, інституційний, синергетичний, порівняльний, історичний, термінологічний підходи, та сукупність загальнонаукових, конкретно-наукових і спеціальних методів. Основним же є соціально-комунікаційний підхід.^UThe paper deals with certain features of methodological basis for study of Ukrainian political parties media as an object of library-informational activity, and applying of various methodological approaches, analysis of its effectiveness as well. This made possible the conclusion on impact of applying communicative issues of methodological complex in library studies. Dialectical method is its basis, its components are systematic, informational, structural and functional, institutional, comparative, historical, terminological approaches and the whole complex of scientific, particular and special methods, while social and communicational approach is the most important and resultative one. The use of such a set of methods ensures the study of library role in processing and preserving the information of party mass media, functions, technological processes, development of funds in political and communicative processes as a system. Importance of conducting research of specifics of functioning and tasks of library units involved in the study of media information is emphasized.

Досліджено підходи до збереження інформації партійних ЗМК у Національній бібліотеці України імені В. І. Вернадського та обласних бібліотеках південних областей України, використання інформації партійних ЗМК у процесі підготовки інформаційно-аналітичної продукції Служби інформаційно-аналітичного забезпечення органів державної влади. Наголошується на особливостях функціонування ЗМК політичних партій у південних областях України в період 1991–2019 рр. Звертається увага на збереження інформації, систематизації, опрацюванні в рамках науково-аналітичної діяльності, організації доступу до неї, створення на її основі аналітичного продукту.^UThe specificity of the regional mass media of political parties as sources of research on the activities of local organizations of political parties in the information and analytical activities of libraries in Ukraine is analyzed. The approaches to the preservation of party mass media information in the V. I. Vernadsky National Library of Ukraine and regional libraries of the southern regions of Ukraine, the use of information from party mass media in the preparation of information and analytical products by library analytical services are investigated. The features of the functioning of political parties media in the southern regions of Ukraine in the period 1991–2019 are noted. Attention is drawn to the preservation of information, systematization, processing within the framework of scientific and analytical activities, the organization of access to it, the creation of an analytical product on its basis. The process of improving the media of communication has been analyzed, because information policy is of particular importance in political relations, and provides the opportunity to create a positive image of political figures, in particular leaders of political parties, to influence public opinion. Given the information and communication potential of the Ukrainian political parties media, their impact on social processes in the regions of our state, on the one hand, and functioning in line with certain ideologies, on the other hand, they are considered by the very parties not only as way to inform the public about the parties goals and objectives, its individual representatives, but also as a space to fight opponents. In this context, it is true that party mass media contribute to the integration of certain groups of society, but at the same time they have a disintegrating effect on society as a whole. Regional party media is an integral part of information resources that play an important role in public processes. It is concluded that political parties regional mass media are an important source to study socio-political situation in the regions, formation of power structures, activities of political parties regional branches. At the same time, libraries that process information, prepare consolidated materials and help researchers in the preparation of scientific papers and analytical articles play an important role in study and preservation of information from party mass media.

Аннотация: Проаналізовано роль засобів масової комунікації політичних партій як складової відображення політичного процесу в Україні в умовах світових глобальних процесів, вплив інформації партійних видань на формування політичних настроїв у суспільстві в період виборчих кампаній. Досліджено вітчизняний і світовий досвід вивчення та збереження інформації засобів масової комунікації для подальшого використання в процесі вивчення становлення політичних систем і формування багатопартійних систем. Наголошується на особливостях функціонування ЗМК політичних партій в Україні в період 1991–2019 рр. Звертається увага на необхідності більш досконалого вивчення партійних видань, систематизації, опрацюванні в рамках науково-аналітичної діяльності, організації доступу до неї, створення на її основі аналітичного продукту.^UThe paper draws attention to the processes of changes in political systems since the beginning of the 90s around the world. The fact that the socialist system collapsed caused comprehensive changes not only directly in the countries of Central and Southeast Europe, but also significantly affected the transformation of the entire system of international politics. The democratization process that swept the European countries did not bypass Ukraine either. Using the world experience in the formation of political systems and the place of mass communication in this process, Ukrainian politicians also pay great attention to the development of parties media to use them in the political struggle for power. Indeed, an important element of global social transformations of the late 19th - early 20th century was increasing the role and influence of the media in public relations, which has became the determining driver of social development over time. The role of political parties media as a component of the reflection of the political process in Ukraine in the context of global processes, the influence of information from party publications on the formation of political moods in society during election campaigns is analyzed. The Ukrainian and world experience in analysis and preservation media information for further use for study the formation of political processes and formation of multi-party systems is compiled. The features of the functioning of political parties media in Ukraine in the period 1991-2019 are noted. Given the importance of political parties activities for the functioning of the democracy system in various countries, as well as the influence of political parties on the development of processes in realities of civil society, the materials of party mass media become sources of thorough information and analytical processing which various libraries analytical structures that are engaged in information support of the process of social transformations, perform through the preparation of scientific and analytical products. In this regard, the problem of software and technological provision of scientific and analytical processing of materials of party media, arises. Foreign experience shows that with the help of special programs foreign libraries have the ability to archive not only individual Internet resources, but entire segments of the Internet space. In this regard, the experience of the National Library of Norway which, since 2005, uploads daily online versions of all newspapers in the Norwegian Internet domain, is impressive.

Аннотация: Проаналізовано особливості діяльності бібліотек України в умовах російської воєнної агресії: руйнація окупантами бібліотечних закладів, знищення бібліотечних фондів. Досліджено необхідність перегляду бібліотечних фондів, вилучення антиукраїнської літератури. Акцентується увага на діяльності бібліотек, що спрямована на забезпечення необхідною інформацією і послугами не лише місцевого населення, а й переселенців, які потребують значної уваги. Їм надається можливість користуватися бібліотечними фондами, комп’ютерною технікою, отримувати додаткові послуги, зокрема психологічну реабілітацію, відпочинок. Звертається увага на волонтерську складову діяльності бібліотек, які стали центрами збору й передачі матеріальної допомоги військовим і тим, хто постраждав від російської агресії.^UThe modern war unleashed by the Russian authorities against Ukraine has brought significant changes to the activities of libraries. Every day the number of damaged cultural institutions grew, including libraries, both urban and rural. In the occupied territories, the invaders confiscated Ukrainian-language literature from the surviving libraries, which did not coincide with the Kremlin propaganda. Ukrainian-language literatureis being destroyed, despite its scientific value. At the same time, the ideology of Russian great power and hatred for Ukrainian national identity were imposed. Recently, a large amount of literature has been published that spreads false information about Ukraine, the Ukrainian liberation movement, and Ukrainian culture. Ukrainian libraries are faced with the task of with drawing such propaganda literature. In difficult conditions, libraries work by providing the necessary services to readers. From the first days of the invasion, Ukrainian librarians, using their knowledge, skillsand abilities accumulated over the past 8 years, have been helping the defenders and the civilian population. Their main professional and life priorities have become the protection of the information space: the fight against fakes, misinformation and cyber threats. Electronic versions of books are popularized in libraries. Ukrainian publishing houses opened free access to their sites. And librarians acquaint readers with new editions. Libraries have bomb shelters or equipped rooms where readers and librarians can be duringan air raid. Libraries have also actively joined the volunteer movement. Receiving financial assistance from foreign partners, librarians help volunteers distribute and deliver everything they need to their destination in a timely manner. Since the first day of the war, libraries have also been collecting books for migrants who ended up in Poland. All these give reason to conclude that even under war circumstances, libraries continue to work and perform their important functions in informing users, providing access to literature and services, helping psychological rehabilitation of victims of Russian aggression.
