Аннотация: У статті розглянуто основні напрями роботи зі збереження документних фондів наукової бібліотеки: створення оптимального режиму зберігання в книгосховищі, застосування технологій копіювання, дотримання заходів безпеки його використання в процесі обслуговування користувачів.^UComplex of organizational, technical and technological measures are conductive to saving a library fund and provide protection for each document from a fund throughout its circulation within a library. Guarantee for saving a library fund is a carefull attitude for each of its documents which can be regarded as property of each users. This very attitude can and must be imparted to an user by a worker of library service. Choosen approaches, forms and methods must be a much as possible differentiated and be individualized. Proper storage and security for funds may be ensured by providing the support in standards of physical and sanitary conditions of library buildings, engineering communications and storehouses. Provision a library with a necessary modern complex of tehnical security measures and stable improvement of material and technical basic for regulatory conditions for storage of documents, their stabilization and restoration should be obligatory and universal for reseach library. Systems of calculation, storage and intercalculation by means of documents between a service sector and a book depository, digitalization of unique and rare books as well as protective marking for library documents are recommended.

Аннотация: У статті розглянуто аспекти роботи з незадоволеними запитами користувачів (НЗК). Визначено понятійний апарат, подано класифікацію НЗК, встановлено причини їхнього виникнення та шляхи упередження й скорочення. Проаналізовано специфіку поєднання традиційної технології роботи з НЗК із залученням інформаційно-комунікаційних технологій. Подається опис бази даних «Відмови користувачам НБУВ», особливості роботи в БД. Значна увага приділена інструктивно-методичному забезпеченню роботи з НЗК, а також можливості скорочення НЗК за рахунок використання МБА та ЕДД. Запропоновано комплекс заходів з удосконалення організації бібліотечно-інформаційного забезпечення користувачів.^UThe aspects of the organization of the work with dissatisfied users’ requests (DUR) are considered in this article. The conceptual apparatus is defined and there were given the classifications of DUR on different aspects, established causes of their origin and ways of prevention and reduction. The inevitability of the emergence of the DUR is determined due to continuous growth of documents’ flow, number of subjective and objective reasons. The specificity of combination of traditional technology work with DUR involving information and communication technologies is analized, including the use of automated checkout, barcode. In the Vernadsky National Library of Ukraine (VNLU) is a perennial systematic work on accounting, prevention and reduction of the DUR. There were create the paper card-index of the DUR for the documents from the main fund storage and card-index of the missing documents in the library «Dezyderata». In 2010 at the base of IRBIS-64 was created database «Disclaimers for users of VNLU». Using electronic databases have significant advantages over keeping paper files, because it allows the statistical analysis of all failures in minutes, reduce the time for completion of orders by librarians and receive information about the documents or information resources, identical or similar documents, that are not on the storage space. The database «Disclaimers for users of VNLU», features of the database and its functionality is descriped. Much attention is given to methodical guidance of work with DUR and opportunities for the reduction of DUR through the use of interlibrary loan and electronic document delivery. A set of measures for improving the organization of library and information providing of users is suggested.

Аннотация: У статті висвітлено діяльність Національної бібліотеки України імені В. І. Вернадського з формування фонду архівного примірника видань творів друку України. Акцентовано увагу на його призначенні, збереженні у бібліотечних фондах, особливостях використання.^UFrom the first years of existence the National Library of Ukrainian state resolved issues of the funds formation. In October 1918 after the proposal of V. Vernadsky it was decided to replenish library funds with Ukrainian publications. After creating Ukrainian Book Chamber in Kharkiv in 1922 there were began a clear and systematic receiving legal deposit of printed materials, publishing in Ukrainian SSR, to libraries collections. From 1923 the library received two sets of free copies of Ukrainian publications that helped to create the fund of archival copy. From 1926–1927 fiscal year «the second center of legal deposit of Ukraine» (the official name) served as the first bibliographic archival state-territorial base for scientific research.In the early 1950's there were changes at system of fund formation of the library. During this period, the library got only one copy of the legal deposit at Ukrainian language, which was coming into the archival fund. And from August 1959 all documents are printed on the territory of the USSR, came to this fund. In the early 1990's. it was decided by the Administration of Library to expand the chronological limits of archival fund by documents from exchange-reserved fund, depository and fund of special storage that were printed in Ukraine since 1831 and not since 1917 as it was before. An alphabetical directory was compiled for the archival fund copy for the period of 1831–2012 years. From 2008 the archived copies of publications, which were received to the fund, began to register in the electronic catalog of Vernadsky National Library. Today the fund of archived copy of Ukrainian printed publications is a collection of printed materials of Ukrainian publishers: universal books, journals, leaf publications, music and posters. In 2016 it was analysed the new documents received to archival fund at 2009–2015 in thematic, language, branch, species aspects and for categories of users. The condition of the formation and using of this fund demonstrates the need for further professional study.

Аннотация: У статті визначено основні поняття, мету, принципи, ключові напрями стандартизації. Висвітлено окремі аспекти діяльності органів стандартизації: центрального органу виконавчої влади, що забезпечує формування державної політики у сфері стандартизації; центрального органу виконавчої влади, що реалізує державну політику у сфері стандартизації; національного органу стандартизації; технічних комітетів стандартизації; підприємств, установ, організацій, які здійснюють стандартизацію. Розглянуто нормативне забезпечення стандартизації в незалежній Україні, зокрема Закон України «Про стандартизацію» (2014), інші нормативні документи – ДСТУ, накази центрального органу виконавчої влади у сфері стандартизації, Положення про ТК, Положення про ПК. Визначено, що одним з основних результатів стандартизації є розроблення, впровадження, розповсюдження міжнародних і національних стандартів, зокрема в бібліотечній сфері. Методи та процедури оцінювання впливу бібліотек.^UThe article defines the basic concepts, goals, principles, key directions of standardization. Some aspects of the activity of standardization authorities are covered: the central executive authority that is responsible for ensuring the formation of state policy in the sphere of standardization; the central executive authority called to implement the state policy in the sphere of standardization; the national standardization authority; technical committees for standardization; enterprises, institutions, organizations that carry out standardization. The normative provision of standardization in independent Ukraine are considered, in particular, the Law of Ukraine «On Standardization» (2014), other normative documents – DSTU, orders of the central executive authority in the sphere of standardization, «Regulations on TC», «Regulations on the SC». It is determined that one of the main results of standardization is the development, implementation, dissemination of international and national standards, in particular in the library field. Аннотация: Мета дослідження. Охарактеризувати бібліотечні фонди й електронні ресурси НБУВ, розглянути основні положення нормативних документів, які регламентують діяльність бібліотеки з формування, управління та збереження національного інформаційного ресурсу. Методологія дослідження ґрунтується на системному підході, методах структурно-функціонального й порівняльного аналізу, синтезу. Наукова новизна. Стаття знайомить з новими нормативними документами, які регламентують роботу з бібліотечними фондами. Це національні стандарти ДСТУ ISO 11799:2018 (ISO 11799:2015, IDT) «Вимоги до зберігання архівних та бібліотечних матеріалів» і ДСТУ ISO/TR 19814:2018 (ISO/ TR 19814:2017, IDT) «Керування фондами архівів і бібліотек». Ці документи набули чинності з 1.01.2019 р., вони були прийняті методом підтвердження англійською мовою. ДСТУ ISO/TR 19814:2018 (ISO/TR 19814:2017, IDT) «Керування фондами архівів і бібліотек» містить вказівки й рекомендації щодо планування, забезпечення, удосконалення процесів збереження архівних і бібліотечних фондів (колекцій); порядку управління колекціями у книгосховищах, читальних залах, реставраційних майстернях, під час експонування, транспортування документів. ДСТУ ISO 11799:2018 (ISO 11799:2015, IDT) «Інформація та документація. Вимоги до зберігання архівних і бібліотечних матеріалів» визначає характеристики сховищ, які мають бути витримані в бібліотеках і архівних установах для гарантованого довгострокового зберігання фондів на різних видах носіїв інформації. Висновки. Діяльність із формування, управління й збереження національного інформаційного ресурсу потребує надійного нормативно-методичного забезпечення, впровадження в практику роботи нових національних стандартів серії «Інформація та документація», які регламентують діяльність у цьому напрямі. Важливим складником є інформування фахівців про нові нормативні документи у цій сфері. Попри всю прогресивність прийняття цих документів в Україні, автори акцентують увагу на тому, що складнощі у працівників бібліотечної сфери виникають як через мовний бар’єр, так і через неоднозначність трактувань термінології при роботі з вищеназваними національними стандартами, гармонізованими до міжнародних стандартів ISO.^UPurpose of the study is to characterize the library funds and electronic resources of the VNLU, to consider the main provisions of the regulatory documents governing the activities of the library on the formation, management and preservation of the national information resource. The research methodology is based on a systematic approach, methods of structural-functional and comparative analysis, synthesis. Scientific novelty. The article introduces the new regulatory documents governing the work with library collections. These are national standards DSTU ISO 11799: 2018 (ISO 11799: 2015, IDT) "Requirements for the storage of archival and library materials" and DSTU ISO / TR 19814: 2018 (ISO / TR 19814: 2017, IDT) "Management of archives and libraries". These documents came into force on 01.01.2019, they were accepted by the confirmation method in English. DSTU ISO / TR 19814: 2018 (ISO / TR 19814: 2017, IDT) "Management of archives and libraries" contains guidelines and recommendations for planning, ensuring, improving the storage processes of archival and library holdings (collections); the procedure for managing collections in book depositories, reading rooms, restoration workshops, during exhibiting, and transporting documents. DSTU ISO 11799: 2018 (ISO 11799: 2015, IDT) "Information and documentation. Requirements for the storage of archival and library materials" defines the characteristics of repositories that must be maintained in libraries and archival institutions for guaranteed longterm storage of funds on various types of information carriers. Conclusions. The activity on the formation, management and preservation of the national information resource requires reliable regulatory and methodological support, the introduction into practice of new national standards of the «Information and Documentation» series, regulating activities in this direction. An important component is informing specialists about new regulatory documents in this area. Despite all the progressive adoption of these documents in Ukraine, the authors focus on the fact that difficulties for library staffarise both as through the language barrier and the ambiguity in the interpretation of terminology when working with the above national standards, harmonized with international ISO standards.

Аннотация: Мета статті. Обґрунтувати доцільність поглиблення взаємодії між бібліотеками і вищими навчальними закладами як партнерами у системі соціальних комунікацій з метою забезпечення інформаційної підтримки освітньої та науковоїдіяльності студентів у процесі проходження ними бібліотечно-документознавчоїпрактики. Методологічною основою дослідження є: системний підхід, структурний аналіз, синтез, спостереження, експеримент, соціально-комунікаційнийметод. Наукова новизна дослідження полягає в уточненні основних напряміввзаємодії між установами – соціальними партнерами за сучасних умов розвиткусистеми соціальних комунікацій, зростаючої конкуренції серед наукових, освітніх, інформаційних закладів; удосконаленні організації проведення практики студентів вищих навчальних закладів на базі бібліотечно-інформаційної установи.Набули подальшого розвитку: методичний підхід щодо закріплення теоретичнихзнань, отриманих під час навчання у вищому навчальному закладі; застосуваннянових форм і методів роботи зі студентами, реалізації проєктів, які впливають наформування у них професійних умінь і навичок, сприяють поглибленню інтересудо наукової роботи. Висновки: акцентовано увагу на доцільності розширеннявзаємодії між бібліотекою та вищим навчальним закладом задля забезпеченняподальшого розвитку науки й освіти, реалізації спільних проєктів і програм;представлено багаторічний досвід проведення практики студентів вищого на-вчального закладу в бібліотечній установі національного рівня з використаннямнових форм і методів роботи, інформаційно-комунікаційних технологій, організацією розважально-інтелектуальних ігор, виконанням творчих завдань; висвітлено враження студентів від проведеної практики, міжособистісного спілкуванняз керівниками, користування документними й електронними ресурсами бібліотеки, що дозволяє установі знаходити шляхи оптимізації бібліотечного сервісу, відстежувати доцільність уже наявних і необхідність упровадження нових способіввзаємодії між бібліотекою та вищим навчальним закладом.^UAim of the research. To substantiate the expediency of expanding the interaction between libraries and higher education institutions as partners in the system of social communications in order to provide information support for educational and scientific activities of students in the process of library and documentation practice.The methodological basis of the study was: systems approach, structural analysis and synthesis, observation, experiment, social communication method. Scientific novelty of the study is to clarify the main areas of interaction between institutions –social partners in the modern conditions of development of the system of social communications, growing competition among scientific, educational, informationinstitutions; improving the organization of the practice of students of highereducation on the basis of the library and information institution. Received furtherdevelopment: methodological approach to consolidation of theoretical knowledge acquired during training in higher education; application of new forms and methods of work with students, implementation of projects that affect the formation of their professional skills and abilities to make independent decisions in their future activitiesin real market and production conditions, contribute to the deepening of interest in scientific work. Results of the research. Emphasis is placed on the expediency of expanding the interaction between the library and the higher education institution to ensure the further development of science and education, the implementation of joint projects and programs; presented many years of experience in the practice of university students in the library institution of the national level with the use of new forms and methods of work, information and communication technologies, organization of entertainment and intellectual games, creative tasks; students’ impressions of the internship, interpersonal communication with managers, use of documentary and electronic resources of the library, which allows the institution to find ways to optimize the library service, monitor the feasibility of existing and the need for new ways of interaction between the library and higher education.

Аннотация: Мета статті – розкрити актуальні аспекти організації заходів, які проводяться в науковій бібліотеці засобами електронної комунікації, визначити роль цих заходів у забезпеченні доступу користувачів до національної наукової та культурної спадщини, розвитку наукової комунікації професійно-діяльнісного середовища, репрезентувати значущі науково-організаційні, науково-методичні, навчальні заходи Національної бібліотеки України імені В. І. Вернадського, окреслити тематику цих заходів. Методологічна основа. Досягненню поставленої мети сприяло використання історико-системного, логічного, аналітико-оглядового методів дослідження. Наукова новизна. Висвітлено сучасні підходи до організації у бібліотеці науково-організаційних, науково-методичних, навчальних заходів засобами електронної комунікації задля сприяння активному науковому діалогу, обміну досвідом при проведенні наукових досліджень, підвищення кваліфікації бібліотечних фахівців та інформаційної грамотності користувачів. Висновки. Науково-організаційні, науково-методичні, навчальні заходи різноманітної тематики Національної бібліотеки України імені В. І. Вернадського відкривають нові можливості для проведення наукових досліджень, розвитку професійної комунікації, поширення бібліотечних інновацій, залучення нових користувачів, надання продуктів і послуг у віддаленому доступі, покращення репутації бібліотеки як передової установи в галузі популяризації наукової та культурної спадщини України. Організація заходів засобами електронної комунікації дає змогу бібліотекам динамічно реагувати на потреби своєї аудиторії, об'єднуючи учасниківі з різних країн без необхідності їхньої фізичної присутності на пропонованих заходах. Це створює унікальні можливості для взаємодії між учасниками електронної комунікації, сприяє залученню провідних експертів і спеціалістів до участі в цих заходах.^UThe purpose of the article is reveal current aspects of the organization of events held in a scientific library by means of electronic communication, determine the role of these events in ensuring user access to the national scientific and cultural heritage, the development of scientific communication of the professional activity environment, present significant scientific and organizational, scientific and methodological, educational events of the V. I. Vernadskyi National Library of Ukraine, determine the topics of these events. Methodological basis. The achievement of the set goals was facilitated by the use of historical-systemic, logical, analytical and review research methods. Scientific novelty. Modern approaches to organizing scientific-organizational, scientific methodological, and training events in the library by means of electronic communication are highlighted to promote active scientific dialogue, exchange of experience in conducting scientific research, advanced training of library specialists and information literacy of users. Conclusions. Scientific and organizational, scientific and methodological, educational events on various topics of the V. I. Vernadskyi National Library of Ukraineopen up new opportunities for conducting scientific research, developing professional communication, disseminating library innovations, attracting new users, providing products and services in remote access, improving the reputation of the library as aleading institution in the field of popularization of the scientific and cultural heritage of Ukraine. The organization of events through electronic communication allows libraries to dynamically respond to the needs of their audience, bringing together participants from different countries without the need for their physical presence at the proposedevents. This creates unique opportunities for interaction between the participants of electronic communication, promotes the attraction of leading experts and specialists to participate in these events.
